Chapter I: General Provisions 

Article 1: These measures are formulated on the basis of the "Cybersecurity Law of the People's Republic of China" and the "Provisions on the Management of Internet News Information Services", so as to strengthen the management of personnel employed in Internet news information services' content management (hereinafter employees), to preserve the lawful rights and interests of employees and the public, and to promote the healthy and orderly development of Internet news information services.

Article 2: "Employees" as used in these Measures, refers to personnel at Internet news information service units who are specifically engaged in content management work such as the collection, editing, publishing, reprinting and reviewing of Internet news information.

Article 3: "Internet news information service units" as used in these Measures, refers to units that have lawfully obtained Internet news information service licences, and provide Internet news information services to the the public through internet sites, applications, forums, blogs, microblogs, public accounts, instant messaging tools, webcasts, and other forms.

Article 4: The State Internet Information Office is responsible for the entire nation's planning and guidance of Internet news information service units' employee education and training, and supervision and inspection of the state of the field.

Local internet information offices are responsible for planning and guidance of Internet news information service units' employee education and training, and supervision and inspection of the state of the field within that region and on the basis of their duties.

Chapter II: Employee Conduct Norms

 

Article 5:Employees shall obey the Constitution, laws, and administrative regulations;shall persist in the correct political orientation and orientation for guiding public opinion; shall implement the Party and State's directives and policies on news information and public opinion work; shall preserve the national and public interests; shall strictly observe the laws, regulations, and relevant state provisions on the internet content management; shall promote the formation of an active and healthy positive internet culture; and promote the establishment of a cyberspace environment of honesty.

Article 6: Employees shall adhere to the Marxist view of journalism, adhere to the socialist core values, adhere to people-centered work orientation, and set up public viewpoints, and resolutely resist negative atmospheres and vulgar content.

Article 7: Employees shall scrupulously abide by the professional ethics of journalism, adhere to the principle of truth in news, earnestly verify the sources of news information, follow rules to reprint news information published by units within the scope provided for by the State, refuse to file fake Internet news information, and ensure the truthfulness, accuracy, completeness, and objectivity of Internet news information.

Article 8: Employees must not engage in paid news activities. Work such as editing, publishing, reprinting, or reviewing Internet news information must not be used to facilitate engagement in for-profit activities seeking improper interests, such as advertising, distribution, sponsorship,or being an intermediary. Work such as online public opinion oversight must not be used to facilitate extortion, taking revenge, or other such activities.

Chapter III: Employee Education and Training

 

Article 9:The State Internet Information Office is to organize and carry out education and training of employees of Internet news information services sponsored by units under the central news units (including their holding companies) and Central news and Publicity Departments.

Provincial, autonomous region, or directly governed municipality internet information offices are to organize and carry out employee education and training for units under the local news units (including their holding companies) and local news and publicity departments, Internet news information service units under other units, as well as key central websites' local channels.

Provincial, autonomous region and municipal Internet information offices shall report on the state of employee education and training to state internet information office as requested.

Article 10: Internet news information service units shall establish and improve employee education and training systems, establish training archives, strengthen training management, and organize and carry out training efforts themselves, such as orientation trainings, special trainings, and periodic trainings, and organize employees' participation in education and training organized by the State, provincial, autonomous region, or directly governed municipality internet information offices, as requested.

Article 11: Employees shall participate as requested in education and training organized by the state, provincial, autonomous region, or directly governed municipality internet information offices, for at least 40 hours every three years.

Each year, employees shall receive not less than 40 hours of education and training organized and conducted by their Internet news information service unit itself, including at least 10 hours of education and training on the Marxist view of journalism.

Article 12: The content of employee education and trainings shall include the Marxist view of journalism and major Party and State decisions, deployments, policies, and measures on network security and news and public opinion, and related laws and regulations, and on employees' professional ethics norms.

Article 13: Internet news information service units organizing and carrying our education and training of employees themselves, shall accept the guidance and supervision of the State and local internet information offices. Relevant circumstances are included in the content of the State and local internet information offices' supervision and review of that unit.

Chapter IV: Employee Supervision and Management

 

Article 14:State and local internet information offices guide Internet news information service units in establishing and completing systems such as for the entry, reward,punishment, assessment, and removal of employees.

Internet news information service units shall establish and complete systems for employee labor and personnel matters, strengthening management of employees and following state and local internet information offices' requests to periodically report information related to employees and promptly report changes in employee situations.

Article 15: The State Internet Information Office is to establish a unified employee management information system to record employees' basic information, training history, rewards and punishments, and promptly update and adjust it. Local internet information offices are responsible for establishing employee management information systems for their area, and promptly reporting updates or adjustments to the internet information office at the level above.

The State and local internet information offices are to establish employee credit archives and blacklists in accordance with law.

Article 16: Where employees' engagement in Internet news information service activities violates articles 5 through 8 of these Measures, or has other conduct violating the Party and State's directives and policies on the news and public opinion field, the State or provincial, autonomous region, or directly governed municipality internet information offices are responsible for giving their Internet news information service unit a talking to, and urging that unit to strengthen management, education, and training of the relevant personnel employees.

Where employees exhibit illegal conduct, handle it lawfully in accordance with the relevant legal provisions. Where a crime is constituted, criminal responsibility is pursued in accordance with law.

Where Internet news information service units discover that employees have illegal conduct, they shall follow the laws and contracts to give them warnings, sanctions, or even release them from their employment or labor contract, and within 15 working days, follow the requirements of hierarchic and local management to report the relevant circumstances to the State, provincial, autonomous region, or directly governed municipality internet information office.

Article 17: The State and local internet information offices are to include the circumstances of employees' employment in their supervision and inspections of Internet news information service units.

Where Internet news information service units' lackluster management of employees causes serious consequences, making them ineligible for licensing, it is to be handled by the State and local internet information offices on the basis of the relevant provisions of article 23 of the "Internet News Information services Management Provisions"

Article 18: Employees providing Internet news information services shall conscientiously accept public supervision. Internet news information service units shall establish reporting systems, clearing the channels for public supervisory reporting.

Chapter V: Supplementary Provisions

Article 19: Where Internet news information service units' management or sponsorship units, or publicity management departments, or department for press, publication, radio and television, have arrangements or provisions on areas such as employee education, training and management work, they shall also concurrently comply with those provisions.

"Employees" as used in these Measures does not include Internet news information service units' personnel who do not directly provide Internet news information services, such as those in Party affairs, human resources, administration, management, logistics, and engineering technicians.

Article 20: These measures take effect on December 1, 2017.
