In order to implement the "Constitution of the P.R.C." and the "P.R.C. Supervision Law", to ensure the State Supervision Commission's lawful performance of its duties as the highest supervision organ, and based on the actual needs of supervision work, the 14th meeting of the Standing Committee of the 13th National People's Congress has made this decision:

I. The State Supervision Commission is to draft supervision regulations based on the Constitution and laws.

Supervision regulations may make provisions regarding the following matters:

(1) Matters for which drafting supervision regulations is required for enforcement of legal provisions;

(2) Matters for which drafting supervision regulations is required to perform the duty to lead the supervision commissions at all levels.

Supervision regulations must not conflict with the Constitution and laws.

II. Supervisions regulations shall be decided upon by the full State Supervision Commission, and published by announcement of the State Supervision Commission.

III. Supervision regulations shall be reported to the Standing Committee of the National People's Congress for recording within 30 days of publication.

The Standing Committee of the National People's Congress has the power to revoke supervision regulations that conflict with the Constitution and Laws.

IV. This Decisions is to take effect on October 27, 2019.
