In order to implement the reform requirements of "streamlining administration and improving services", to improve the oversight, service and information disclosure capabilities of PPP projects, and to promote the high-quality development of PPP, following two years of joint efforts by various parties, the National Comprehensive PPP Information Platform has been upgraded and transformed and is hereby announced to be online..

The new platform uses the latest achievements in information technology such as blockchain, artificial intelligence and big data to expand the platform's architecture and functionality, improving the degree of verification and accuracy of information, enhancing capacity for intelligent oversight and big data calculation and analysis, and facilitating applications for information acquisition and searches by relation. The launch of the new platform will further drive the PPP sector's use of informatization to innovate work methods and improve efficiency.

From the perspective of usage, the component modules of the new platform remain basically unchanged, including information management and disclosure, as well as archives of projects, consulting establishments, experts, and materials. On the basis of the existing Finance users, the project archive will add new types of users such as industry regulatory departments, implementing bodies, public capital, financial institutions, project companies, consulting bodies, and experts; and all kinds of users will divide labor and collaborate on carrying out work on information from the entire lifecycle of PPP projects, enriching information sources and disclosed content, implementing the rights and obligations of market participants, improving capacity for joint construction, governance, and sharing, and promoting the construction of a large unified market. In order to rely on the new platform to accelerate the strengthening of efforts to manage project entry and storage, and to ensure that the transition between the new and old platforms will not affect project entries, our center has initiated related training services for key users; in the next phase, our center will carry out training services for all users in an orderly manner, in conjunction with the provincial finance departments and other such departments,

In order refine services for urgent epidemic prevention and control projects, the project archives has also set up a green channel for entries, with immediate reporting and review, compliance, and issuance; with urgent handling for urgent matters and special handling for special matters to resolutely win the people's war, general war, and war and of resistance in preventing and controlling the epidemic.

The public may receive public information services from the new platform by visiting the Ministry of Finance's Public-Private Partnership Center website (www.cpppc.org); and users may input, update, and manage information by logging into the new platform. All aspects of society are welcome to submit comments to help us further improve the platform.
