The construction of a national court judgment document database is planned, based on the arrangement requirements of the Supreme People's Court's Party Leadership Group and in order to further regulate and deepen judicial openness, to enhance the capacity to use and retrieve capacity court judgment documents from across the country, and to strengthen the application of judicial big data. Notice of the relevant work arrangements is not given as follows.

1. Fully appreciate the importance of building a national court judgment document database. The construction of a national court judgment document database is a concrete requirement for thoroughly implementing Xi Jinping Thought on the Rule of Law and promoting the strict and fair administration of justice; it is an important measure for optimizing the management of judgment documents, effectively supporting the retrieval of similar cases, and promoting the unified application of the law; it is an important component of promoting the construction of the people's court case database, and it is of great significance to further advancing fairness and efficiency and promoting the modernization of trial work; all levels of people's court must greatly emphasize it and take hold of it to achieve practical results.

2. Complete efforts on the high quality upload of documents in strict accordance as required. The judgment documents uploaded to the database shall be the finalized judgment documents that have been served to the parties and bear the seal of the people's courts, specifically including verdicts, rulings, mediation documents, and decisions (but not including judgment documents from cases involving secrets or that contain sensitive information) for cases concluded within the time period since January 1, 2021. The specific format should conform to the following standards: stamped with the court's seal, PDP or OFD format, resolution not less than 300dpi, tilt ±15, and no blurred text. People's courts at all levels should strictly review and check, and if the relevant standards are not met, they shall make the corresponding adjustments. The uploading of documents is to be divided into two stages: First, before December 31, 2023, the work of uploading and aggregating the final versions of judgment documents from courts across the country since 2023 will be completed. Second, by March 31, 2024, the work of uploading and aggregating the final versions of judgment documents from courts across the country in 2021 and 2022 will be completed. All levels of people's court should strengthen overall planning and coordination to ensure the efficient and smooth connection of the two stages.

3. Do a solid job in system upgrading and transformation. Accelerate the improvement and upgrading of the case handling system in accordance with the unified arrangements of the Supreme People's Court. Content should be modified in accordance with the People's Courts' Data Management and Service Support Specifications and the document information section of Table 91 of the Basic Information and Data Structure Specifications (The documents above can be downloaded for use from the People's Courts' big data management and service platform -management center -platform management - document notices - notice), and the finalized judgment document is to be entered into the scope of local case handling management, with the "final judgment document" field automatically marked. In situations where there are multiple final judgment documents for the same case, they should be marked together. The upgrading and transformation of the case handling system should be fully completed in December. After the case handling system's upgrades and reforms are completed, connections to the people's courts' big data management and service platform should be promptly completed, to ensure that judgment documents that have been newly updated to the case-handling system are aggregated daily to the big data platform.

4. Strengthen organizational safeguards to ensure the timely completion of all work items. All high people's courts should strengthen organizational mobilization, clearly and thoroughly explain the functions, roles, and important value ​​of the national court judgment document database, fully mobilize the enthusiasm, initiative, and dynamism of judges and judicial auxiliary personnel, and ensure that all levels of people's courts and all departments work in unison as a joint force. Strengthen notice and inspection, the national court judgment document database is to be put online for operation in January 2024, to support national court cadres and police in retrieving judgment documents on the dedicated network for the four levels of courts, the Supreme People's Court is to periodically conduct inspections of the accuracy (whether they have a seal affixed and have been served) and completeness (completeness is to be expressed as a coverage rate, the coverage rate is the actual number of finalized judgment documents aggregated from cases that are already closed / the number of finalized documents from closed cases that should be aggregated *100%), and report on each region's completion at appropriate times to ensure that the national court judgment database starts with high standards, is advanced in high quality, and completed on schedule.

The trial departments and information technology departments of each high people's court should each indicate a liaison to complete efforts to link operations and technology works. Operations liaisons are responsible for coordinating the implementation of timely upload of complete and accurate finalized judgment documents from the case-handling system for courts in the jurisdiction, and technology liaisons are responsible for ensuring the case-handling system's reform and that the technical pathways for data reporting are clear and stable.
