Notice on Overall Planning for Prevention and Control of the Covid-19 Epidemic and the Comprehensive and Orderly Carrying out of Vaccination Work

To the health commissions of each province, autonomous region, directly-governed municipality, and of the Xinjiang production and construction corps.

In order to guide all regions to carry out vaccination efforts in a safe and timely manner based on to the changing epidemic situation, and to scientifically and effectively complete efforts on the prevention and control of infectious diseases, the following requirements are hereby put forward for comprehensive and orderly vaccination work in the current situation:

I.Scientifically plan efforts on the prevention and control of the novel coronavirus epidemic and vaccination. In the early stages, some regions suspended or adjusted local vaccination arrangements as needed for the prevention and control of the novel coronavirus pneumonia epidemic. At present, the prevention and control of the Covid-19 epidemic in our country is showing a positive trend, and the resumption of work and production is gradually and orderly being implemented in each region. All levels of health department should make a comprehensive analysis of vaccine prevention of infectious diseases that area in combination with actual conditions, to complete overall planning of efforts to prevent and control the Covid-19 epidemic and for vaccinations. Regions outside of Hubei Province should carefully plan the comprehensive and orderly resumption of the normal vaccination sequence. Based on the uniform requirements for efforts to prevent and control the Covid-19 epidemic, Hubei Province should scientifically and reasonably arrange for efforts related to vaccination. Each region should earnestly complete efforts to vaccinate children who are without supervision due to the impact of the Covid-19 epidemic.

II. Regions outside of Hubei Province should comprehensively and orderly carry out vaccination work. 各省级卫生健康行政部门要认真落实国务院联防联控机制《关于科学防治精准施策分区分级做好新冠肺炎疫情防控工作的指导意见》要求，根据本省域内划分的新冠肺炎疫情风险等级，指导相关县区预防接种门诊科学合理制订并落实有关防控措施，全面有序开展预防接种工作。 各地疾控机构要指导预防接种门诊创新服务方式，通过网络或电话开展预约接种，优先安排因疫情防控未及时接种的国家免疫规划疫苗补种及其他疫苗后续剂次接种。 接种门诊要科学确定每日接种量，合理安排接种时段，尽可能减少接种前等待时间，避免接种后留观人员聚集。 要加强接种场所内部环境消毒，开窗通风，引导受种者及陪护人员做好个人防护。 对于新冠肺炎疫情风险评估等级较高的地区，预防接种门诊要严格落实环境卫生消毒、出入人员测温、健康线设置等措施，预防接种工作人员要做好个人防护，严防机构内感染事件发生。

III. Hubei Province should complete work related to vaccination on the foundation of epidemic prevention and control work. Based on the changing trends in epidemic prevention and control, the Hubei Provincial Health Commission should dynamically adjust the local prevention and control plan, ensuring that after public life recovers all types of immunization clinic can swiftly restore normal vaccination services. 各级医疗机构要在严格落实当地新冠肺炎疫情防控各项措施的前提下，按照国家免疫规划程序优先安排好新生儿首针乙肝疫苗和卡介苗接种。 每个县（市、区）要确保有定点狂犬病暴露预防处置门诊开放，用于开展狂犬病主动及被动免疫、外伤处置、破伤风疫苗接种等服务。
