Announcement on Mobilizing Charities' Lawful and Orderly Participation in Efforts to Prevent and Control the Novel Coronavirus Pneumonia Epidemic

The Party Central Commission and State Council place great evidence on the novel coronavirus pneumonia epidemic in Hubei Province's Wuhan and other areas. General Secretary Xi Jinping has give important instructions, requiring that the people's lives and safety and physical health be the top priority, that well-developed plans be drafted, that all forces be organized to carry out prevention and control, and that effective measures be taken to resolutely curb the speed of the spread of the disease. The Politburo Standing Committee has convened a meeting, to further study, make new deployments, and remobilize for prevention and control of the epidemic, especially for efforts to treat patients. Premier Li Keqiang has given important instructions, and the State Council has convened an executive conference to make deployments for related work. In order to carry out the spirit of the important instructions of General Secretary Xi Jinping and Premier Li Keqiang, to earnestly implement the deployments of the Party Central Commission and the State Council, and to more widely mobilize charity forces to lawfully and orderly support efforts to prevent and control the epidemic, the following relevant announcements are hereby made:

(1) Advocate that charities at all levels make use of their own strengths, mobilize social forces, and pool the compassion of the people, champion the fine tradition that when one place is in trouble all those elsewhere will come to their aid, adopt thoroughly effective measures, to provide support to areas such as Wuhan municipality in Hubei Province where the epidemic is serious, assist the Party and government in curbing the spread of the epidemic and ensure related follow-up is done well, in order to contribute their energies to epidemic prevention and control work in all localities nationwide.

(2) Charity organizations and volunteer service organizations that are launching related charitable and voluntary activities should cooperate with the arrangements made by the novel coronavirus command centres in places such as Hubei Province, and Wuhan Municipality. Money and donations in kind raised by charity organisations for Wuhan, Hubei epidemic prevention and control work shall be received by the Hubei Provincial Red Cross, the Hubei Charity Federation, the Hubei Youth Development Foundation, the Wuhan Charity Federation, and the Wuhan Red Cross; aside from earmarked donations, in principle, abide by the unified deployment of the novel coronavirus command centres of Hubei Province, Wuhan Municipality, etc. Outside charity organizations and volunteer service organizations are not to send personnel or volunteers to enter Hubei province until the conclusion of the epidemic response.

(3) Charity organizations should determine their fundraising plans based on the needs of Wuhan Municipality, Hubei Province and such areas where the epidemic is serious, and first and foremost help to raise material resources to be used in epidemic prevention and control, including: protective gowns for medical workers, N95 masks, medical (surgical) masks, positive pressure isolation suits, protective face shields, goggles, disinfectant, etc. At this stage charities shall temporarily not raise for or send to areas seriously hit by the epidemic donations in kind that are unrelated to epidemic prevention and control, at a further stage according to the needs of seriously hit areas fundraising plans shall be appropriately adjusted.

(4) Charity organizations launching public fundraising should, in accordance with the stipulations of the Management Measures on the Public Fundraising of Charities, submit their fundraising plans to the department of civil affairs under which they are registered to be put on file. Charities must carry out fundraising in accordance with the laws and regulations, regularly make public an itemized account of their received donations and outgoings, ensure that information is accessible long term and accept oversight from their donors and society. The different online public fundraising platforms must make a good job of their services and social oversight for charities carrying out online public fundraising. Organisations and individuals who do not qualify to publicly fundraise may, in accordance with law, collaborate with those charities that are qualified to conduct public fundraising in order to launch public fundraising activities.

(5) Departments of civil affairs at all levels must guide charities and volunteer organisations to participate in epidemic prevention and control in accordance with the law in an orderly way under the unified command and overall coordination of Party committees and government; must make a good job of statistical and gathering work regarding donated money and in-kind donations, and promptly respond to social attention to donation-related work; must strengthen supervision and management during and after processes and direct the relevant organisations to use donated money and goods in accordance with fundraising plans, to ensure that (the donations made due to) social compassion is genuinely used on epidemic prevention and control efforts.

VI. The requirements above are to be a reference for other social organizations' participation in epidemic prevention and control work.
