各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委、商务厅(局)、公安厅(局)、人民银行、税务局、市场监管局、人民银行、银保监局:

为贯彻落实《国务院办公厅关于促进家政服务业提质扩容的意见》和《商务部 发展改革委关于建立家政服务业信用体系的指导意见》,加快推进家政服务领域信用建设,营造诚实守信的发展环境,国家发展改革委、商务部、公安部、人民银行、税务总局、市场监管总局、银保监会联合开展家政服务领域信用建设专项行动。 现将有关事项通知如下。

I. Main Goals

构建以信用为基础的新型行业管理体系,以推进家政企业、家政服务人员及消费者信用记录为重点,以建立健全家政服务业信用工作机制为保障,坚持守信激励与失信惩戒并举、行业自律与政府监管并重,进一步增强各地各部门信用工作意识,明确工作责任,建立长效机制,营造齐抓共管的工作氛围;进一步引导规范家政企业、从业人员和消费者的行为,营造诚信经营、优质服务的市场环境,增强全社会的诚信意识和信用水平,促进家政服务业规范发展。

II. Content of Work

(1) Incrementally establish credit records for domestic services enterprises, practitioners, and consumers.

Guided by demand for sharing, establish a national platform for domestic services credit information. Areas with the capacity may explore establishing consumer credit records. Relying on the national credit information sharing platform, consolidate the full volume of basic information and credit information on domestic services enterprises, practitioners, and consumers. (2) Promote sharing and use of credit information.

Rely on the national domestic services credit information platform and the "Credit China" website, to launch credit applications (APPs), providing the public with services such as domestic service enterprise and practioner identity verification, reputation checks, and credit reports, making it so that the circumstances of domestic services may be known and services inquired into. (3) Carry out Joint Incentives for the Trustworthy.

Conduct public credit appraisal of domestic service enterprises, draft standards for designating the trustworthy for joint incentives in the domestic services field, and create a list of targets of joint incentives action for trustworthiness in the domestic services field. Reduce the frequency of inspections for enterprises with higher credit levels, providing facilitation services for the trustworthy such as in financing, leasing, and tax. (4) Implement joint disciplinary action for untrusworthiness.

Draft standards for designating targets of joint disciplinary action in the domestic services field, and create a list of targets of joint disciplinary action for untrustworthiness in the domestic services industry. Carry out joint disciplinary action against domestic services enterprises and practitioners that have seriously untrustworthy conduct in violation of laws and regulations. III. Work Arrangements

(1) Establish a domestic services credit information platform. Central finance is to use funds for the development of the service industry to support the establishment of a credit system for the domestic services industry. Establish a national domestic services credit information platform and launch a domestic services credit APP, consolidating basic information and credit information on domestic service enterprises and practitioners. Each province (district, city) should promptly send credit information on domestic service enterprises and individuals to the national domestic services credit information platform. 各级行业协会、第三方机构要全面做好平台家政企业入驻,家政服务人员及消费者信息采集等工作,真实、全面、准确地提供企业和个人的基础信用信息。 国家有关部委根据全国信用信息共享平台推送的家政企业、从业人员和消费者名单对各自职权范围内的相关的违法违规、表彰等进行记录。 (Responsible Departments: Ministry of Commerce, Development and Reform Commission, Ministry of Public Security, People's Bank of China, State Administration of Taxation, State Administration of Market Regulation, Banking and Insurance Regulatory Commission, each relevant local department)

(2) Carry out public credit appraisals of domestic services enterprises. Carry out credit appraisals of domestic services enterprises in accordance with a model of comprehensively appraising public credit. Explore carrying out credit appraisals of domestic services companies with cleaning, maternal and infant care, or eldercare as their primary business, and using them internally and after they are improved and matured, releasing them to the public at an appropriate time. (3) Publish a Domestic services industry blacklist. Follow relevant provisions to organize restoration of enterprises being placed on the blacklist in the domestic services field, releasing the first batch of black of formal blacklistees at an appropriate time, aggregating them in the national domestic services credit information platform, and sending the relevant list to the national credit information platform, and releasing them to the public through the Ministry of Commerce website, the "Credit China" website, and the national enterprise credit information release system. (4) Urge untrustworthy enterprises to make corrections within a set period. 各省(区、市)有关部门向相关主体下达专项治理整改通知书,责令有关企业整改到位,并将整改情况向社会进行公示。 各省(区、市)有关部门要督促存在失信行为的企业在整顿时限要求内尽快纠正失信行为,对黑名单中限期未整改到位的失信主体,及时将名单反馈国家有关部委。 (Responsible Departments: Ministry of Commerce. (5) Initiate joint disciplinary action against enterprises that do not make corrections within the time provided. Include perpetrators of serious untrustworthiness in the domestic services field in the national credit information sharing platform, and carry out joint disciplinary action against the untrustworthy in accordance with the "Memorandum of Understanding on the Implementation of Joint Disciplinary Actions for Entities Responsible for Untrustworthiness in the Field of Domestic Services" (FaGaiCaiJin (2018) No.277), implementing punishment methods such as restricting business, and public disclosure. (6) Carry out joint incentives for trustworthy enterprises. The relevant departments of each province (district, city) should earnestly sort the domestic services enterprises in the region that have higher credit levels, and report the list to the relevant national ministries and commissions as requested. Each relevant ministry and commission is to reduce the frequency of inspections for enterprises with higher credit levels, providing facilitation services for the trustworthy such as in financing, leasing, and tax. (7) Strengthen publicity on creditworthiness. 各省(区、市)有关部门要广泛利用新闻媒体、门户网站、社交平台等媒介,宣传报道家政服务领域信用建设的重要性和工作进展,宣传推荐诚信典型,曝光失信行为。 依托家政劳务输出基地,加大对参训家政服务员诚信意识和职业道德的宣传和教育。 在“全国诚信兴商宣传月”中推广家政服务行业信用建设典型做法。 结合家政服务行业试点示范和典型案例遴选工作,开展“诚信家政建设万里行”主题宣传活动。 (Responsible Departments: Ministry of Commerce, Development and Reform Commission, Ministry of Public Security, People's Bank of China, State Administration of Taxation, Banking and Insurance Regulatory Commission, relevant departments of all areas)

IV. Work Requirements

(1) Strengthen organizational leadership. 各省(区、市)有关部门要高度重视家政服务领域信用建设工作,将其作为履职尽责的重要抓手,作为保障和改善民生的重要途径,作为实现家政服务业高质量发展和满足人民群众美好生活需要的重要任务,强化责任意识,加强组织领导,加大工作力度,将工作落到实处。

(2) Strengthen overall coordination. 各省(区、市)有关部门要建立工作机制,形成工作合力,调动社会力量广泛参与,全面推进家政服务领域信用建设工作。 各地家政行业协会、家政企业、家政诚信联盟、第三方信用服务机构和大数据机构建立多方沟通机制,统筹各方力量,构建良好外围诚信环境。

(3) Do a good job of oversight and management. 国家发展改革委、商务部会同公安部、人民银行、税务总局、市场监管总局、银保监会联合督促指导各地做好家政领域信用建设工作,对工作落实不到位的地方进行约谈,问题突出的在全国范围内通报。
