To the people's governments of all provinces, autonomous regions, directly governed municipalities, and municipalities with independent planning status; the Xinjiang Production and Construction Corps; The Central Publicity Department, the Central Internet Information Office, All State Council committees, subordinate bodies, the China Council for the Promotion of International Trade, and China International Publishing Group (CIPG):

The Party Central Committee and the State Council place great importance on promoting the high-quality development of foreign trade and promoting Chinese culture going abroad. The following Opinions are hereby issued with the approval of the State Council, so as to take hold of trends and rules in the development of the digital economy, to stimulate new driving forces for innovation and development, to advance the high-quality development of foreign cultural trade, and to better serve the building of a new developmental layout and the establishment of China as a cultural power.

I. General Requirements

(1) Guiding Thought. With Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, fully implement the spirit of the 19th Party Congress and its plenary sessions; based on the new developmental stage, completely, correctly, and fully implement new concepts of development and accelerate the establishment of a new layout for development; taking the high-quality development of foreign cultural trade as a theme, strive to strengthen all levels of design, planning, and coordination; strive to promote the reform of institutional mechanisms and innovation of content forms; strive to promote the extension of models for cultural trade and optimization of structures; enhance the international competitiveness of our nation's cultural products and services, and increase our nation's cultural softpower and the influence of Chinese culture.

(2) Work Principles Persist in serving the overall situation. Serve the goal of establishing a cultural power, increase the international competitiveness of the cultural industry through the development of cultural trade, drive Chinese culture's going abroad, increase the affinity, attractiveness, and radiation of Chinese culture, and make an active contribution to the joint establishment of the 'belt and road' and promotion of the construction of Community of a Shared Future for Humanity. Persist in positive innovation. Uphold the position of Chinese culture, follow international rules and the laws of cultural transmission, take hold of digital development trends, expand platforms and channels, innovate content forms and development models, and create and produce more cultural products and services suited to the demand of the international market. Adhere to policy guidance. Persist in having government leadership, enterprises as the main subjects, and market operation; deepen reform and opening, strengthen policy supports, create an environment for development, release developmental vitality, and bring about the unification of social and economic efficacy. Adhere to coordinated progress. Strengthen planning and guidance, encourage participation from diverse groups, emphasize resource integration, strengthen regulation and leadership, plan the advancement of high-quality development of the culture industry and trade, promote foreign cultural exchanges and the mutual promotion and coordinated development of transmission and trade.

(3) Main goals Steadily enhance the scope of foreign cultural trade, continue to optimize structures, and steadily increase the share of high-value-added cultural service exports in foreign cultural trade. By 2025, build several professional service platforms for the cultural trade that cover the entire nation, form a group of digital cultural platforms and industry flagship enterprises with international influence, further enhancing the competitive strength of our nation's cultural products and services, further increasing the international influence of cultural brands, further increase the driving role of cultural trade in sending Chinese culture abroad, and making a notable contribution to enhancing the establishment of cultural power.

2. Deepen Reform and Opening up in the Cultural Field

(4) Actively explore the paths for high-level opening. Explore the orderly relaxation of restrictive measures in the culture field, give play to the early experimentation role of free trade pilot sites, free-trade ports, pilots for the development of innovation in services and trade, and comprehensive demonstration zones for increased openness in the service industry, proactively connecting with high-level international economic and trade rules, carrying out stress tests centering on opening the cultural sector, and establishing and completing risk prevention mechanisms suited for new forms and new demands. (5) Deepen reforms of approvals in the cultural field. Focus on promoting development in sectors such as cultural media, online games, animation, and creative design, to carry out pilot reforms on optimizing the approval process, expanding pilots on reviewing online games, and innovating ongoing and ex-post regulatory methods. Explore establishing market-operated bodies for cultural evaluation, encouraging social forces to participate in museum exhibits, education, and cultural creative development. (6) Expand the importation of high-quality cultural products and services. Focussing on satisfying the people's ever-increasing cultural demands, orderly expand the importation of high-quality cultural products and services in sectors such as publication, film, television programs, online A/V, sport, performing arts, and fine arts, to promote high-level market competition. 3. Cultivate New Competitive Advantages in Cultural Trade

(7) Vigorously develop digital cultural trade. Advance the implementation of the national cultural digitalization strategy, establishing a national big data system for culture. Give play to the advantages in the domestic market and enriching cultural resources, strengthening the establishment of digital cultural content, promoting exceptional cultural resources, and developing digitalized modes of entertainment and culture. Support the development of new operations forms such as digital arts, cloud exhibitions, and immersive experiences, actively cultivate competitive advantages for export in sectors such as online literature, online A/V, online music, online performances, online games, online films, digital animation, digital publications, online broadcasts, and e-sports; increasing cultural value and creating Chinese cultural symbols with international influence. (8) Expand the export of publications and copyright trading. Promote the export of thematic publications, expanding the export of cultural arts, traditional culture, philosophy and social science, and natural science publications and academic journals, teaching materials, writing for children, and academic databases. Actively develop copyright trading, expanding the scale of copyright exports, improving the quality of copyright exports, optimizing content quality and regional composition, and expanding channels and platforms for copyright exports. Improve the level of overall planning, editing, publishing, design, and printing of books for export, actively participate in cooperative international publishing, and improve international market influence. (9) Encourage the export of exceptional radio, film, and television programs. Support the creation and export of films, television programs, documentaries, animation, and variety programs, expanding the extent of their spread abroad, strengthening the "United China Display", innovating narrative methods, promoting the expression of China's story and voice throughout the world, with expression for different regions and audiences. (10) Support the expansion of fine art and literature exports. Encourage all types of performing arts bodies to develop and embody China's exceptional culture and performing arts works aimed at the international market; develop touring performances and performances on foreign social media platforms; promote ethnic plays, music, dance, folk art, and crafts going abroad; drive innovation and export of set design, scenery creation, and innovation in stage technology and equipment. Forcefully promote characteristic cultural exports such as Chinese foods, Chinese medicine, Chinese landscaping, traditional attire, and traditional sports as represented by Go. (12) Promote the export of cultural creative and design services. Strengthen communication and cooperation with all of the world's nations' and regions' creative design bodies, promoting contemporary and international expression of symbols of Chinese cultural symbols. Give play to the advantage of cultural relic and unit resources, expand the force of development for cultural creative products, and expand the export of cultural creative products. Give play to advantages in architectural design, industrial design, and professional design, support original designs expansion in the international market. Promote the embedding of cultural elements into stages of creative design and improve the cultural connotation of export products and services. 4. Stimulate Drives for Innovation and Development

(13) Elevate the level of information technology in cultural trade. Promote the deep integration of culture and technology, promote the use of new technologies such as big data, cloud computing, artificial intelligence, and blockchain to enable all links in the cultural industry and trading, driving the digitization of traditional industry, and increasing enterprises' capacity for digitized operations. Adapt to the normalization of epidemic prevention and control by encouraging the development of new business forms and models that integrate the online and offline. Encourage cultural enterprises in actively using global innovation resources, deepening cooperation in international production and technology. (14) Strengthen the establishment of national cultural export bases. Optimize the operating environment for national cultural export bases, creating conducive conditions for concentrating cultural trade enterprises, personnel, funds, technology, data, and information; improve diverse measures for support, establish elevated positions for cultural exports, and give play to the effects of bases for concentration, demonstration, and guidance. Encourage all regions to tap the export potential of cultural industries with distinctive advantages, extend the industrial chain, improve the service chain, and establish distinctive cultural export bases. (15) Encourage the internationalized development of digital cultural platforms. Lead the regulated and healthy development of platform enterprises in the cultural sector, support platform enterprises in becoming bigger and stronger, support small and medium-sized enterprises in innovating technology, content, and models. Encourage platform enterprises to actively expand international markets, increase the foreign influence of overseas platforms, and drive the export of cultural products and services. (16) Innovate and develop digital content processing and other operations. Give full play to the functional advantages of the comprehensive bonded zone policies, support the development of digital content processing business with "two ends outside" 【the two ends are original materials and sales markets】, research and improve regulatory models, and encourage enterprises to provide services such as developing, translation, dubbing, editing, and post-production for film and television, animation, and games produced overseas. Support the development of operations such as for storage, display, and transactions of cultural relics and artwork and the evaluation of cultural relics areas under special customs oversight that have the capacity. 5. Stimulate the Vitality of Market Entities

(17) Cultivate and expand market entities. Give play to the demonstration function of key national cultural export enterprises and programs, carrying out the '1000 ships at sea" special action on cultural trading, cultivating cornerstone enterprises with core competitiveness in cultural trade. Support backbone enterprises in establishing positive collaborative relationships with small and medium-sized enterprises, and use methods such as open platforms, resource sharing, and collaborative industrial chains to guide small and medium-sized enterprises in following the path of "specialization, refinement, and innovation" for international development. Cultivate professional service bodies for cultural trade. (18) Strengthen the establishment of international brands. Cultivate a wave of internationally recognized brands in sectors such as animation, film, television, publications, performing arts, and gaming. Tap the cultural significance of old Chinese brands, traditional brands, and classic logos, realize creative transformation and development, lead and promote enterprises in expanding creative development and brand cultivation, and increase the branding added value of product and service exports. (19) Give full play to the enabling role of platforms and mediums. Encourage the establishment of a wave of 'one-stop' cultural trading service platforms, providing cultural trading enterprises with services such as country-specific policies, market information, legal services, technical support, and talent recruitment Support the establishment of overseas promotion and digital trading platforms in the fields of film, television, and copyright. Build language service export bases, improve national language service abilities, make good use of talent resources in less-spoken languages, and provide professional support for cultural products, services, and standards going abroad. (20) Expand investment in the cultural field abroad. Encourage cultural enterprises with the capacity to innovate methods of foreign cooperation, optimizing channels for resources, brands, and sales, developing products for the international market, providing services, and increasing the quality and efficacy of foreign investment. Encourage well-placed enterprises to establish platforms for promoting cultural trade overseas. Promote investment and cooperation in the cultural field among "belt and road" countries. 6. Expand the channels and networks for cooperation

(21) Improve cooperation mechanisms for cultural trading. Promote the process of internationalizing Chinese standards, actively participate in the formulation of international rules and standards, and expand the development space for cultural trade. Strengthen exchanges and cooperation with countries and inter-governmental international organizations, actively negotiate and sign inter-governmental cooperation memoranda, improve mechanisms for communication and dialogue on the cultural industry and trade policies, and build platforms and create conditions for enterprise cooperation. (22) Expand channels for cooperation in cultural trade. Improve the level of internationalization, professionalization, and marketization of key exhibitions such as the China International Fair for Trade in Services and China (Shenzhen) International Cultural Industry Expo, to better build platforms for cultural trade exhibitions, negotiation, and trading. Support enterprises' participation in important international cultural festivals and exhibitions. Encourage enterprises to use cross-border e-commerce and other new models and channels to expand the overseas markets. Give play to the role of overseas Chinese cultural centers and chambers of commerce in expanding channels for cultural trade. (23) Focus on deepening cooperation in key markets. Expand cooperation with Hong Kong, Macao, and Taiwan on cultural trade, give play to the advantageous channels of Hong Kong and Macao enterprises, and encourage enterprises to jointly develop the overseas market. Combined with the effective implementation of the Regional Comprehensive Economic Partnership (RCEP), consolidate the advantages of traditional markets such as Japan, South Korea, and Southeast Asia, and actively expand the markets of other neighboring countries. Thoroughly cultivate the markets of developed countries such as in Europe and the United States, actively connect with market standards and cultural needs, and innovate cultural products and services in a targeted manner. Thoroughly expand markets in countries developing the “Belt and Road”. VII. Improve policy measures

(24) Improve investment mechanisms. Coordinate and utilize related government fiscal policies, support the establishment of national cultural trade bases and enterprises' expansion of overseas markets, expand cultural service exports, and cultivate key enterprises and cultural brands. Give better play the role of the service trade innovation and development guidance fund, use marketized methods to provide financing support for cultural trade enterprises that meet requirements, and guide more private funds to support the development of cultural trade. (25) Innovate financial services. Encourage financial institutions to innovate financial products and services, develop more credit instruments, and lending models suited to the characteristics of cultural trade, promote operations such as IP pledge financing, supply chain financing, and order financing; support domestic banks in carrying out foreign lending of Renminbi in accordance with the principles of controllable risks and sustainable commerce. Actively support the listing and financing of eligible cultural trade enterprises, as well as financing through methods such as the issuance of corporate bonds, enterprise bonds, and debt financing instruments for non-financial enterprises. Actively explore and innovate export credit insurance underwriting for cultural trade, improve the service level and quality of underwriting claims, and reasonably determine rates based on marketization principles. Actively promote the "credit + collateral" model, and provide credit support for cultural trade enterprises through multiple means Encourage insurance institutions to develop specialized insurance types for culture, enhancing their service capacity. Support insurance funds and qualified asset management products in investing in venture capital funds and equity investment funds for cultural and creative enterprises, and expand channels for corporate financing. (26) Implement tax policies. Implement tax exemption policies or zero tax rates for the export of cultural services. Actively support cultural enterprises' participation in the designation of technologically advanced service enterprises, to enjoy related preferential business income tax policies according to regulations after being designated as a technologically advanced service enterprise. In cultural industry projects for which the state in encouraging development, self-use equipment imported within the total investment amount is to be exempted from customs duties in accordance with current policies and regulations. (27) Improve facilitation levels. The customs and commerce departments are to expand publicity and cultivation efforts to help qualified cultural trade enterprises become high-level customs-certified enterprises and enjoy relevant facilitation measures. Simplify the approval procedures for personnel from performing arts institutions leaving the country. Support cultural trade enterprises carrying out cross-border RMB settlement operations. Improve the level of facilitation for investment abroad and support banks in providing better cross-border settlement services for cultural trade enterprises. 8. Strengthening Organizational Safeguards

(28) Strengthen organizational leadership. Elevate positions and coordinate the advancement of the high-quality development of cultural trade. Give play to the role of joint work mechanisms for foreign cultural trade, continue to improve institutional systems for the development of foreign cultural trade, strengthen policy coordination and work collaboration, shaping a powerful force for developing foreign cultural trade. (29) Strengthen support for talent. Support schools of higher learning in strengthening interdisciplinary majors and the cultivation of talent for cultural trade, encourage schools of higher learning and enterprises in innovating models for cooperation and jointly establishing training bases. Strengthen the training of cornerstone personnel in foreign cultural trade and the cultivation of innovative, internationalized talent, accelerate the cultivation of a wave of talent for innovation in the digital culture industry. Strengthen the establishment of think tanks and give play their support role, and establish research bases for foreign cultural trade. Support bringing in personnel for cultural trade and copyright trade through multiple channels. Improve the intellectual property protection system and diverse mechanisms for conflict resolution, deep international cooperation on the protection of intellectual property, and actively participate in the formulation of international rules for traditional IP protection, and support enterprises in carrying out efforts to protect intellectual property rights overseas. Increase the force of digital copyright protections, strengthen full-chain protection and development and use of copyright, and stimulate enterprises' innovative and creative vitality. (31) Improve statistical evaluation systems. Strengthen statistical work on foreign cultural trade, strengthen data exchanges and information sharing between departments, and increase the accuracy and efficacy of statistical information. Innovate mechanisms for appraisal using key indexes such as values orientation, trade achievements, trade structures, and social efficacy; and establish systems for appraising the level of high-quality development of foreign cultural trade, to provide a reference for decision-making in the high-quality development of foreign cultural trade. All regions and departments should fully recognize the important significance that promoting the high-quality development of foreign cultural trade has for the fostering of international economic cooperation and new competitive advantages, for advancing the establishment of a socialist cultural power and increasing the influence of Chinese culture; truly strengthening organizational leadership of efforts on foreign cultural trade, clarifying tasks, implementing responsibility, and improving and refining relevant policy measures, to ensure that all measures are promptly and effectively implemented.
