The timing of deliberations on the above projects may be appropriately adjusted in light of the circumstances.

Other laws that need to be formulated or revised so as to implement the deployment of the Party Central Committee concerning comprehensively deepening reform, comprehensively promoting governance according to law, the 13th Five Year Plan, and national defense and military reforms will be timely arranged for deliberation.

(III) Preparatory Projects.

These legislative projects, for which the research and drafting work is to be rushed by relevant sectors, are to be scheduled for deliberation in 2016 or in subsequent years depending on the situations. A few other legislative projects are to be scheduled for deliberation depending on the situations.

(IV) Completing Efforts Related to Authorization Decisions for Reform Pilot Projects

In accordance with the decision and deployment of the Party Central Committee, [the Standing Committee of the NPC] will make authorization decisions regarding [legislations] for which the practical conditions are not yet mature and pilot programs are needed.

Decisions of the NPC Standing Committee on Authorizing the Supreme People's Court and the Supreme People's Procuratorate to Carry Out Pilot Projects on Expedited Procedures in Criminal Cases in Some Regions and on Authorizing the State Council to Temporarily Adjust the Administrative Review and Approval Stipulated by Relevant Laws in China (Shanghai) Pilot Free Trade Zone will expire in August 2016 and October 2016, respectively. Upon the expiration of the implementation period of the authorization decisions, where practice has approved to be feasible, relevant sectors are to timely submit bills to amend relevant laws according to law, and to timely arrange for NPC Standing Committee deliberation; or consider [amendments] in combination with relevant legislative work as a whole.

For the Decisions of the NPC Standing Committee on Authorizing Some Regions to Conduct People's Assessor System Pilot Reform Work and on Authorizing the Supreme People's Procuratorate to Conduct Pilot Work of Public Interest Litigation in Certain Regions and other relevant reform pilot authorization decision which are currently underway, relevant sectors shall do well the relevant work of the deliberation of interim reports on the pilots [by the NPC Standing Committee].
