Based on the ideas put forth during the 18th Party Congress, the 3rd, 4th, and 5th Plenary Sessions of the 18th Party Central Committee and the Central Economic Work Conference, in accordance with the requirements of the 2016 schedule for general work assignments and primary work responsibilities drafted by the CPC Central Committee and the State Council, the State Council’s 2016 Legislative Work Plan is based on the following key point: in order to center tightly on the leadership of the CPC Central Committee and the State Council’s 2016 central work, as a matter of highest priority, implementing the work duties defined in the “CPPCC Decisions on Key Questions Concerning the Comprehensive Deepening of Reform,” the “CPC Central Committee Decisions on Key Questions Concerning the Comprehensive Promotion of Ruling the Country According to Law,” the “13th Five-Year Plan for National Economic and Social Development of the P.R.C,” and the “Government Work Report,” which will allow the timely completion of legislative programs that will respond to the demands of the new state of economic development, safeguard and improve the people’s livelihood, promote cultural development, unstintingly improve the ecological environment, protect national security, and strengthen the government itself. Specific plans are as follows:

Moreover, so as to implement the strategy for cooperation and shared victories; to ensure the orderly development of reform and opening up' to actively promote economic and social development; to preserve the nation's interests in sovereignty, security and development; and to do good vetting work in regards to international treaties and agreements such as the Minamata Convention, the 2007 Nairobi International Convention on Shipwrecks, the "Convention on International Trade in Endangered Species of Wild Fauna and Flora"'s application in the Hong Kong and Macao Special Administrative Regions, the 1975 International Convention on Road Transport, the Convention on Biological Diversity's Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization.
