2024-2025 Action Plan for the Establishment of the Social Credit System

The following action is formulated for the key work of 2024-2025, in order to thoroughly implement the decisions and arrangements of the Party Central Commission and State Council on the establishment of the social credit system, and to further promote the high-quality development of the social credit system,

I. Increase the level of legalization and standardization of credit establishment

(1) Establish and complete the system of credit regulations. Accelerate the introduction of the Law on the Establishment of Social Credit. Promote the full coverage of provincial-level credit legislation. Periodically update the Basic National Directory of Public Credit Information and List of Basic Penalty Measures for Untrustworthiness. Promote the introduction of management measures for lists of seriously untrustworthy subjects in fields where there is already a basis for their establishment, strengthen the sharing of list information, and improve the list's authority and force as a deterrent. Regulate authority and procedures for making inquiries into or using and use of credit information, to protect the lawful rights and interests of credit subjects in accordance with law.

(2) Strengthen the overall planning of the social credit system. Persist in being problem-oriented and put forward "Opinions on Completing the Social Credit System with Chinese Characteristics" to further clarify the meaning, goals, tasks, and institutional framework for the social credit system.

(3) Improve the uniform social credit code mechanism. Promote the resolution of major problems with codes, such as giving multiple code assignments, or assigning one code multiple times. Further clarify the rights and responsibilities of all types of entities in assigning codes, and improve the data sharing and verification mechanisms between the code assigning departments and the National Code Center. Promote the widespread application of uniform social credit codes as unique identifiers in various fields. Include uniform social credit code information in the national credit information sharing platform to achieve dynamic updating of the code pool.

II. Coordinate and Advance the Establishment of Credit Infrastructure

(4) Optimize the functions of the credit information platforms. Strengthen the function of the national credit information sharing platform as a 'comprehensive hub' for credit information collection and sharing, to form a credit information network covering all credit entities, all categories of credit information, and all regions across the country. Accelerate the establishment of the third phase of the national credit information sharing platform, further optimizing credit data governance and data management systems, fully improving the quality of credit information, and forming a pool of high-quality credit data resources. Continue to upgrade the functions of the "Credit China" website, giving play to its role as the "primary channel" for the centralized display of various credit information, and improving the credit report inquiry experience.

(5) Accelerate the integration of local finance credit service platforms. In principle, a province is to retain a single provincial-level platform, and no more than one platform is to be established at the municipal or county level; After integration, the platforms shall have unique names and unique operating entities. Local platforms are to be included in the national unified platform network and have list-based management implemented. Improve the national unified platform network's system of standards and management specifications.

(6) Give play to the role of the National Enterprise Credit Information Publicity System in the market regulation field. Deepen the application and sharing of credit information in the field of market regulation, complete credit information catalogs and standards systems, and improve the full-chain credit management system in the field of market regulation, including ex-ante credit verification and credit pledges, ongoing credit appraisal and classification by level and type, and ex-post credit rewards and punishments, and credit repair.

(7) Strengthen information security safeguards. Firmly establish a sense of responsibility and awareness of the bottom line for information security, clarifying the boundaries of information sharing security responsibilities. Complete efforts on the tiered protection scheme for network security filings and periodic assessments. Comprehensively strengthen data security protection efforts, complete network and data security protection systems, and increase capacity for in-depth protection and comprehensive defense. Strengthen the security safeguards for the reliable circulation of data elements, strengthen monitoring of the illegal collection, alteration, and disclosure of public credit information, and strengthen the protection of personal privacy and commercial secrets.

III. Strengthen credit information sharing and applications

(8) Strive to improve the quality and efficacy of credit information sharing. Focus on important fields such as enterprise registration, justice, taxation, customs, finance, and intellectual property rights and complete the implementation of data-sharing mechanisms to establish unified, authoritative, and accurate credit records. Improve and strengthen the coordination mechanism for credit information sharing and application to promote the financing of small, medium, and micro enterprises, ensure the efficient and high-quality completion of tasks on credit information collection and sharing lists, updating the lists at appropriate times, and expanding the scope of collection and sharing. Strengthen collaborative management of data quality and carry out assessments of the quality and efficiency of credit information sharing.

(9) Deepen the development and application of credit information. Promote the establishment of joint laboratories for credit information aggregation and processing by finance credit service platforms and financial institutions, carry out data mining and joint modeling, to further increase the efficiency of financing services for small, medium, and micro enterprises. Carry out a pilot project for the “Xinyidai” [Easy Credit Lending] special product. Draft management measures for credit information sharing platforms' authorized operations.

(10) Promote credit for citizens' convenience and enterprises' benefit. Encourage local governments to explore the use of "credit points" to expand scenarios for the application of incentives for trustworthiness, and promote the implementation of "credit +" projects in key fields such as medical care, childcare, elderly care, housekeeping, tourism, shopping, and travel. Fully promote having credit reports replace proofs of no prior violations of laws and regulations. Organize and carry out "Creditworthy Business Promotion Month" activities to vigorously create a positive environment for business and consumerism.

IV. Improve the Efficacy of Credit Regulation

(11) Strengthen Hierarchical and Classified Credit-based Regulation. Build a comprehensive evaluation system for enterprises' credit status based on a foundation of comprehensive public credit evaluations and emphasizing industry credit appraisals, accelerate the formulation of national appraisal standards and institutional norms, promote the orderly sharing and efficient use of appraisal information, and provide support for improving credit-based oversight mechanisms. Relevant departments are to establish and complete mechanisms for sorting credit by level and type in the corresponding field.

(12) Increase the level of credit pledges. Further promote the credit commitment system in different fields, strengthen follow-up and verification of pledge fulfillment, improve credit commitment aggregation standards, and include the performance of commitments in the credit records of relevant entities.

(13) Establish and complete credit restoration mechanisms that are uniform and standardized, collaborative and shared, and scientific and efficient. Research and regulate channels for the display and restoration of credit information, and coordinate and optimize the standards for classification of information on untrustworthiness and rules for restoration. Accelerate promotion of coordination and joint action between the "Credit China" website and each industry and department system, and strengthen the oversight and guidance of third-party credit service establishments.

V. Accelerate the Advancement of Credit Construction in Key Areas

(14) Fully promote the construction of creditworthiness in government affairs. Improve the government mechanisms for the creditworthy performance of contracts, unblock the channels for making complaints about government breach of contract and untrustworthiness, fully establish government affairs credit records, and explore the establishment of government creditworthiness monitoring and assessment mechanisms. Give play to the active role of credit in helping clear accounts of debts owed to enterprises, implementing penalties for trustworthiness to real effect in accordance with laws and regulations.

(15) Improve oversight mechanisms for contract performance. Promote local development in fields such as medium and long-term energy contracts, public resource transactions, and tendering and bidding.Pilot credit-based regulation pilots on contract performance, improve the establishment of the national 'creditworthiness contract performance safeguard platform', promote the realization of "local-to-national" sharing and monitoring on contract performance, and increase the transparency and regulatory efficacy for contract performance.

(16) Explore the establishment of a credit system for key groups. Focusing on key professional groups such as civil servants, lawyers, domestic workers, and financial workers, explore the establishment and improvement of mechanisms for forming personal credit records, promptly collecting credit information formed by the personnel in relevant activities. Rely on the national credit information sharing platform to gradually establish mechanisms across regions, departments, and industries for the interconnection, interoperability, and mutual checking of public credit information on key professional groups.

(17)Strengthen the establishment of urban credit. Continue to carry out monitoring of urban credit status, improve the system of monitoring indexes, and expand monitoring coverage. Strengthen the guidance and oversight of social credit system demonstration areas, research and draft a system of indexes for the post-evaluation of demonstration areas, establish post-evaluation mechanisms, and dynamically adjust the list of demonstration areas.
