Credit is an important intangible asset for enterprises. This Implementation Plan is drafted in order to establish a comprehensive enterprise credit assessment system, increase the level of assessments, promote enterprises’ creditworthiness and legally compliant operations, and build a positive market environment.
I. Establish an Institutional Framework for the Comprehensive Enterprise Credit Assessment System. Comprehensive enterprise credit assessments primarily include public credit assessments and market credit assessments. Public credit assessments are to be carried out by government departments in accordance with public interest principles, reflect the enterprises’ compliance with laws and relevant management provisions, and are primarily in the service of government management. Market credit assessments are to be carried out in accordance with laws and regulations by third-party institutions such as credit reporting institutions, credit rating institutions, and industry associations, reflect enterprises’ risk of breaching contracts when participating in market activities, and primarily in the service of market activities such as financing credit, and commercial interactions. Give more play to the role of public credit assessment results as the foundation of comprehensive enterprise credit status assessments, promote the integration of public credit assessments and market credit assessments, to gradually form a unified comprehensive enterprise credit status assessment system.
II. Improve the Public Credit Assessment System. Public credit assessments primarily include comprehensive public credit assessments and industry credit assessments. The National Development and Reform Commission is to establish and complete systems for comprehensive public credit assessments, carry out comprehensive public credit assessment work, and give feedback on enterprises’ overall public credit status. On the foundation of comprehensive public credit assessments, industry regulatory departments (hereinafter including both industry regulatory departments and units in charge of operations) are to establish and complete systems for industry credit assessments in the corresponding sector, reflecting enterprises’ public credit status in a given sector. With comprehensive public credit assessments as the foundation, promote coordination between different industry credit assessments and build a public credit system assessment system with uniform rules, standardized procedures, mutual recognition of results, and broad usage scenarios.
III. Uniform Rules for Public Credit Assessment. In principle, public credit assessment index data shall come from public credit information, but other information produced or collected by relevant departments in the performance of their duties that reflects on enterprises’ credit statuses may be included in the scope of index data. In principle, assessment outcomes are divided into four levels: A, B, C, and D, from highest to lowest; and where the outcomes employ a score system, the score ranges corresponding to each level should be indicated. The period between two assessments of the same entity is not to exceed a maximum of one year, and departments with the capacity may increase the frequency in light of actual circumstances. The rules related to public assessments shall be disclosed to the public. Regions and departments must not use public credit assessments as a pretense to improperly establish entry barriers, carry out local protectionism, or interfere with the independent transactions of business entities; must not reduce the public services that business entities are lawfully entitled to receive, and must not obstruct the establishment of a national unified market.
IV. Uniform Management of Industry Credit Assessments. Industry regulatory departments carrying out industry credit assessments shall draft uniform assessment rules, including assessment indexes, methods, and processes, level classifications, and the use of outcomes. Industry regulatory departments shall carry out differentiated regulation of regulatory subjects based on the outcomes of industry credit assessments, and consider the industry credit assessment outcomes in work such as giving preferential services and financial awards and compensation, such as selection for awards and providing green channels. Where industry regulatory departments have not drafted uniform rules for credit assessment, then in principle, regions must not carry out industry credit assessments on their own, and where it is truly necessary to do so, the relevant assessment rules are to be reported for consent to the industry regulatory department.
V. Channels for the Uniform Display of Public Credit Assessment Outcomes. The relevant departments may publicly disclose public credit assessment outcomes proactively or upon application. The National Credit Information Sharing Platform is to aggregate public credit assessment outcomes and share them with relevant departments as needed, after the approval of the unit that is the source of the data. Public credit assessment outcomes are to be displayed on the “Credit China” website and the websites of industry regulatory departments, and enterprises may make inquiries into their own assessment outcomes and may authorize other entities to make inquiries.
VI. Complete Mechanisms for Coordinating Industry Credit Assessments. Industry regulatory departments are to include the outcomes of comprehensive public credit assessments in the index systems for industry credit assessments, with the specific weight given determined on the basis of actual circumstances. Where the comprehensive public credit assessment outcome is a D, the industry credit assessment cannot be an A. Relevant departments and units shall check the comprehensive public credit assessment data directory, and promptly share the relevant data in physical form with the National Credit Information Sharing Platform in accordance with their duties. The National Development and Reform Commission is to promptly send the comprehensive public credit assessment outcomes to each region and relevant department.
VII. Regulate the Development of Market Credit Assessments. Credit reporting institutions and credit rating institutions collect enterprises’ public credit information, financial credit information, and commercial credit information in accordance with law, to make an assessment of enterprises’ credit status in market activities and provide it for a fee to users who have a lawful need; the assessment is primarily in the service of economic and financial activities such as financing. Credit reporting institutions may collect information disclosed by the government and information on judgments and rulings published by the people’s courts in accordance with law, and they may also collect enterprise credit information from information subjects, enterprise transaction counterparts, industry associations, and so forth, in accordance with laws and regulations. Industry associations and chambers of commerce may carry out credit assessments of enterprises in the industry under the guidance of the industry regulatory departments, primarily to serve industry self-discipline and management, and the assessments are not to be for the purpose of profit, and are not to treat member and non-member enterprises differently. Support third-party institutions with the capacity to participate in public data authorization operations, increasing capacity for processing data. Third-party institutions should handle enterprise credit information in a lawful and compliant manner, employ effective measures to increase the transparency and accuracy of credit assessments, and continue to increase the level of market credit assessments.
VIII. Accelerate the Advancement of the Integrated Application of Public Credit Assessments and Market Credit Assessments. In accordance with the principle of voluntariness, business entities are to plan the use of all types of credit assessment outcomes and are responsible for the use of credit assessment outcomes. Businesses are encouraged to provide preferential treatment and facilitation to enterprises with positive credit statuses during market activities such as bidding and tendering, and commercial exchanges. Credit reporting institutions and credit rating institutions are to be supported in including public credit assessment outcomes in market credit assessment indexes. Relevant departments are encouraged to provide preferential treatment and facilitation measures to enterprises with "A" level credit in industry credit assessments. Industry associations and chambers of commerce are encouraged to consider public credit assessment outcomes in carrying out self-disciplinary management of member enterprises. Platform enterprises are encouraged to refer to public credit assessment outcomes in improving management systems, giving traffic support to trustworthy enterprises, and establishing a system of joint restraints across platforms for untrustworthiness, to increase the credit level of on-platform enterprises.
IX. Give Better Play to the Role of Credit Assessments in Small and Medium-sized Enterprise Financing. Financial institutions are encouraged to rely on the National Unified Basic Financial Information Service Platform Network to reasonably use public credit assessment outcomes, improve credit, risk assessment, and interest and fee pricing models. Reducing the collateral requirements for enterprises with higher credit assessment levels is encouraged, gradually expanding the coverage of credit-lending and increasing the proportion of credit loans. Support the participation of credit reporting institutions that meet the requirements in financing credit services platform operations, to objectively, accurately, and fully reflect the credit status of small and medium-sized enterprises. Give full play to the function of the People’s Bank of China’s Credit Lending Market Services Platform to increase the credit assessment level of small and medium-sized enterprises.
X. Improve Mechanisms for Updating and Adjusting Assessments after Credit Repair. After the completion of the minimum display period, enterprises may apply through the “Credit China” website for credit repair of information on untrustworthiness, including administrative punishments, entry on lists of seriously untrustworthy entities, or entry on lists of irregularities. The “Credit China” website is to promptly transfer credit repair applications that it receives to the relevant industry regulatory departments for handling in accordance with the principle of ‘having those who made designations handle repair.” Where the requirements for repair are met, the relevant departments shall promptly update the information and carry out a public credit assessment based on the updated information. The “Credit China” website and third-party institutions are to establish mechanisms for sharing credit repair outcomes, and the third-party institutions shall synchronize updated credit information and conduct credit assessments of the enterprises based on the updated information. Specific repair work is to be carried out in accordance with the Implementation Plan for Further Improving the Credit Repair System (GuoFaBan(2025)No.22) issued by the General Office of the State Council.
XI. Clearing Channels for Handling Objection Appeals. Where enterprises have objections to public credit assessment outcomes, they may submit an objection appeal to the department that made the assessment. Relevant departments shall promptly address object appeal applications, and after verifying that the requirements for an appeal are met, promptly correct relevant content. Where enterprises feel that the information collected by third-party institutions has errors or omissions, or have objections to assessment outcomes, they may submit an objection or reassessment application to the institution that made the assessment. Third-party institutions must not collect additional fees from enterprises on the grounds of correcting or updating information.
XII. Implement Duties for Managing Credit Assessments. The National Development and Reform Commission is to strengthen planning and coordination to lead the way in establishing and completing the comprehensive enterprise credit assessment system. Industry regulatory departments are to strengthen guidance and management over each region’s implementation of industry credit assessment work, and conduct a full screening and clean up of situations where localities have not adhered to the unified rules for industry credit assessments, and conducted enterprise credit evaluations of their own accord, completing the cleanup work by the end of 2026. The People’s Bank of China is to strengthen oversight and management of credit reporting institutions and credit rating institutions, and industry regulatory departments are to strengthen guidance for industry associations and chambers of commerce, to continuously increase the objectivity and accuracy of market credit assessments. The responsibility of relevant units and individuals is to be pursued in accordance with laws and regulations for acts such as not following standards and procedures in carrying out credit assessments, illegally leaking, stealing, selling, or altering enterprise information; altering assessment outcomes without authorization, or improperly collecting fees.
All regions and relevant departments should take hold of the implementation of this Plan, strengthen data sharing and support, optimize credit assessment processes, regulate the use of credit assessments, and increase the precision and authority of credit assessments. Advance the establishment and completion of a system of laws and regulations related to enterprise credit assessments and do a good job of legislation, amendment, revocation, and interpretation. Strengthen publicity and exposition, increase enterprises’ awareness and participation in credit assessments, create an environment for fair market competition, and assist the construction of a unified national market.
