To all provincial, autonomous region, or directly governed municipality education departments (education committees) and the Education Bureau for the Xinjiang Production and Construction Corps:

On the basis of the National Group for Coordinating Efforts to on Assessments, Meeting Standards, and Commendations' Notice of the Publication of the Catalog of the Third Wave of National Demonstration Activities and Retained Projects, This Ministry has decided to initiate efforts on establishing model schools for campus governance in accordance with law in order to thoroughly implement Xi Jinping thought in the education system and to further school governance in accordance with law, The Ministry of Education has researched and drafted these National Guidelines for Establishing Model Schools for Campus Governance in Accordance with Law (Primary and Secondary School) (hereinafter the "Guidlines") in order to guide primary and secondary schools' campus governance in accordance with law and establishment of models.

All regions should strengthen organizational leadership, complete work mechanisms, and strive to initiate efforts to establish demonstrations on school governance in accordance with law in that region. The establishment of models by schools of higher learning nad by primary and secondary schools, are to be implemented in accordance with the "Assessment Indicators for Rule of Law Work in Schools of Higher Learning" and the "Guidelines" respectively. The development of efforts on demonstrations of school governance in accordance with law should persist in innovative reform and focus on real problems; guiding schools to overcome obstacles and advance reforms using rule of law thinking and methods; the schools' assessment reforms should be considered in promoting the creation of a school atmosphere that is lively and orderly, and in completing an education system that fully cultivates morality, knowledge, sport, arts, and labor; the reform of 'streamlining administration and improving services‘ should be furthered, transforming management methods and creating conditions and providing support for schools' governance in accordance with law, ensuring that schools are run autonomously and in accordance with law. The establishment of model schools should highlight leadership, innovation, and effectiveness, forming practical experiences and institutional achievements that have significant impacts, and improving the overall level of school governance in accordance with law.

The nation's efforts on the establishment of models of school governance in accordance with law is to be concluded before the end of 2024, with notice of specific arrangements to be given separately. All regions and schools should promptly consolidate positive experiences and good methods from efforts to establish models and report them to the Ministry of Education (Policy Regulation Division).

II.System Completion. Schools are to establish and complete internal institutional systems based on their charters, with each system having standardized procedures, lawful content, reasonable rules, and effective operation

3.1 Leaders are to possess literacy in rule of law 3.1.1学校主要负责人按规定履行依法治校领导责任,领导作风民主,落实社会主义民主政治要求,主动推动校内民主建设,重大问题履行民主决策程序
3.1.2学校负责人具备基本的法律素养,校长应知应会法治知识测评合格,善于运用法治思维和法治方式化解难题、推进改革、实施管理

IV. Comprehensive Instruction. 4.1.2在教育教学中全面贯彻党的教育方针,把立德树人融入思想道德教育、文化知识教育、社会实践教育全过程各方面
4.2 Standardize the implementation of the legally-prescribed curriculum4.2.1开齐开足国家规定课程,德育、体育、美育、劳动教育师资及课时有保证、有质量
4.2.2严格按照国家课程方案和课程标准实施教学,科学合理安排课堂教学,内容形式有创新,教育活动与生产劳动和社会实践相结合

5. Campus Equality. Schools are to integrate the concept of equality into the entire process of education, teaching, and management to promote equality on campus5.1 Enrollment equality 5.1.1 The school is to enroll students in strict accordance with laws and regulations, with fair and just enrollment rules, standardized and transparent enrollment behavior, not establishing discriminatory conditions, and conscientiously accepting supervision
5.1.2 Schools are to admit students in accordance with procedures and requirements, equally accept students who have migrated with parents, have special needs (such as physical and mental development disabilities) for enrollment, and arrange students in balanced classes.
5.2 Equal relationship between teachers and students5.2.1 Teachers are to treat and care for every student equally, and are not to treat students differently based on factors such as academic performance, gender, ethnicity, race, household registration, physical and mental health, family conditions, parental occupation, religious belief, parents' education level.
5.2.2 In education, teaching, and management, teachers are to respect and protect students' rights in their persons, personal dignity, and personal privacy
5.2.3 Shools are to establish working mechanisms to promptly discover and correct any management measures, speech, conduct, etc. that might cause discrimination on campus.
5.3 Establishment of special support measures5.3.1科学实施融合教育,保障残疾学生平等接受教育的权利,随班就读有专业力量支持
5.3.2对家庭经济困难学生、特殊需要学生按照国家规定给予资助,妥善保管学生档案、保护学生隐私
5.3.3建立辅导机制,鼓励、帮助学习困难、家庭经济困难或者曾因违纪被处分的学生建立信心,平等参加集体生活
VI. Fair Assessments. Schools and faculty are to fairly implement management and assessment authority, completing systems for review, appraisal, and assessment competition, with a fair and just atmosphere among students and in the school, that is clear and upright.6.1 Complete systems for teacher evaluation and assessment6.1.1建立公开公平公正的教师聘任制度、职务晋升制度和评价制度
6.1.2建立公正的分配制度,优化绩效工资使用,向教育教学实绩突出的一线教师和班主任等倾斜
6.1.3健全教师考核制度,教师考核的办法、标准等公平公正、规范透明
6.2 Objectively and fairly assess students 6.2.1教师对学生品行、日常表现、综合素质的评价有客观公正的标准,产生正面激励作用,有效促进学生进步
6.2.2教师履行批改作业、试卷等职责,做到公平公正、科学客观评价评定成绩
6.3 Fairly and justly give rewards and punishments

 

6.3.1对教职工、学生的表彰奖励、评优推荐规则明确公平、程序完善、过程透明、结果公开
6.3.2学校对违规违纪学生依照校规校纪公正进行教育管理
6.3.3学校组织教师学习掌握《中小学教育惩戒规则(试行)》《未成年人学校保护规定》等规定,结合实际建立健全学校校规校纪,依法依规正确实施教育惩戒的意识和能力有明显提高,杜绝违规行为
VII. Full Protections. 7.2 Complete work mechanisms 7.2.1建立学生欺凌防控工作机制,成立学生欺凌治理委员会,定期开展防欺凌教育、欺凌调查,能够客观认定、及时有效处置学生欺凌事件
7.2.2建立专业辅导工作机制,对有不良行为的学生进行矫治和帮扶
7.2.3严格履行教职工入职查询职责,健全学生宿舍管理规定、视频监控管理规定,建立学生心理健康、体质情况的监测机制
7.2.4学校制定强制报告制度,发现学生遭受或疑似遭受家庭暴力、虐待、遗弃、长期无人照料、失踪等不法侵害以及面临不法侵害危险的,依法依规及时向有关部门报告

9.2 Safety in the vicinity of schools 9.2.1 The school safety zone system is to be complete, with no internet cafes, game rooms, and alcohol or tobacco shops etc. illegally set in the vicinity of schools, to create an environment that is conducive to minor's physical and mental growth.
9.3 Harmonious teacher-student relationships 9.3.1 Teachers have good professional morals and style, abide by professional codes of conduct, speak in a civilized manner, and act as role models
9.3.2 Student activities should be rich, with an overall mental outlook that is healthy and uplifting, has civilized deportment, obedient, end lively, respecting teachers and having school spirit
