To the joint prevention and control mechanisms (or leading groups or command departments) for responding to the Novel Coronavirus epidemic of each province, autonomous region, directly-governed municipality, and the Xinjiang Production and Construction Corps, and to the member units of the State Council's Joint Prevention and Control Mechanism for Response to the Novel Coronavirus:

In order to thoroughly implement the arrangements and allocations of the Party Central Committee and State Council, these provisional measures have been drafted on Chinese and foreign persons' travel after the coronavirus begins class-B management, to take effect on January 8th, 2023. Notice on related matters is hereby given as follows:

1. Remote Testing

Persons coming to China are to conduct a nucleic acid test 48 hours before departure, and where the result is negative, they may come to China and are not required to apply for a health code from our embassies or consulates abroad, and are to fill in the result in the customs health declaration card. If positive, the person should come to China after turning negative.

2. Entry quarantine

Nucleic acid testing will no longer be carried out for all personnel entering the country, and those who have normal health declarations and no abnormalities in the routine quarantine inspections at customs ports may be released to enter the public.

Antigen testing will be conducted by customs for persons with abnormal health declarations or symptoms such as fever. Home or residential quarantine, or self-care, may be employed for those testing positive who do not have serious underlying diseases and are asymptomatic or mild cases, and other cases are to be encouraged to go to a medical institution for diagnosis and treatment as soon as possible. Customs is to carry out routine quarantine inspections in accordance with the "Border Health and Quarantine Law" and other laws and regulations, for those who test negative.

3. International Passenger Flights

取消“五个一”“一国一策”及客座率限制等国际客运航班数量管控措施,分阶段增加航班数量,优化航线分布。 简化机场入境航班处置流程,提高机场运行效率,加强重点城市航班接收能力建设。 各航司继续做好机上防疫,乘客乘机时须佩戴口罩。

4. China Visas

Further optimize arrangements for foreign nationals coming to China to return to work and production, for commerce, study abroad, family visits, reunions, and so forth, and provide corresponding visa facilitation.

5. Port Operations

优化配套管理措施,保障各类口岸货运尽快恢复至疫情前水平。调整陆路口岸“客停货通”政策,在综合评估的基础上逐步恢复陆路口岸客运出入境(含边民往来)。 Passenger border crossing at water ports is to be gradually resumed. For international cruise ships, pilot programs are to be carried out first, and then gradually released. Greater facilitation is to be provided for Chinese and foreign crew members changing shifts in China.

6. Inbound and Outbound Tourism

In accordance with the principle of first implementing pilot projects, the outbound travel of Chinese citizens is to be restored in an orderly manner based on the circumstances of the international epidemic and the ability to ensure all services.
