Notice from the General Office of the National Development and Reform Commission and the General Office of the State Administration for Market Regulation on Further Improving Coordination and Connectivity in Efforts on Credit Restoration
To the departments leading the construction of the social credit system and the market supervision bureaus (offices or commissions) of each province, autonomous region, directly governed municipality, and the Xinjiang Production and Construction Corps; the National Public Credit Information Center, and the Network Data Center of the State Administration for Market Regulation:
In accordance with the Measures on the Management of Credit Information Restoration Following the Correction of Untrustworthy Conduct (Provisional) (NRDC order 58) and the " Notice on the State Administration for Market Regulation's release of the Market Regulation Measures on the Management of Credit Restoration (SAMR provision No.3, 2021), notice is hereby given as follows on efforts to further improve coordinated joint work mechanisms for credit restoration on the Credit China website and National Enterprise Credit Information Publicity System, in order to implement the Party Central Committee and State Council Opinions on Accelerating the Establishment of a United National Marketplace and the Opinions on Advancing High-Quality Development in the Establishment of the Social Credit System for Promoting the Formation of a New Development Structure by the General Office of the Party Central Committee and the General Office of the State Council, to further strengthen coordination joint work in credit restoration, to build an effective and convenient credit restoration system, and to safeguard the lawful rights and interests of credit subjects:
1. Each region should fully recognize the important significance of coordinated joint efforts on credit restoration, strengthen communication and connectivity, resolutely break data barriers, and effectively resolve the problem of "multi-channel restoration". The provincial-level departments leading the construction of the social credit system (hereinafter referred to as the "leading credit departments") and the market supervision departments, shall share the information on outcomes of credit restoration that is generated by their respective systems daily (including information on the expiration and canceling the display of lower fines), and send the relevant information to the "Credit China" website and the National Enterprise Credit Information Publicity System, so that restoration proceeds on the two systems simultaneously.
2. All provincial-level leading credit departments and market supervision departments should establish and improve coordinated joint work mechanisms for credit restoration, do a good job in workflow and technical adaptation within their respective systems and between the two systems, promptly discover and resolve issues, and ensure the sharing of restoration data and mutual recognition of restoration outcomes.
3. The National Public Credit Information Center and the State Administration for Market Regulation Network Data Center should strengthen collaboration to provide technical support and guidance for provincial departments' efforts to share and exchange information on the "Credit China" website and the National Enterprise Credit Information Publicity System.
All regions are requested to complete the above work before February 29, 2024, and the National Development and Reform Commission and the State Administration for Market Regulation are to conduct joint inspections and give notice to regions with poor progress.
