To each provincial, autonomous region, or directly governed municipality and Xinjiang Production and Construction Corps department leading the establishment of the social credit system and bureau for the regulation of banking and insurance, the national Public Credit Information Center, and all policy banks, large-scale banks, and joint-equity banks:
In order to thoroughly implement the "General Office of the State Council's Notice on the Release of the Implementation Plan for Strengthening the Sharing and Application of Credit Information to Promote Financing of Small and Medium-Sized Enterprises" (Guobanfa (2021) No. 52 (hereinafter the Implementation Plan), to accelerate the construction of a unified network for financing credit services platforms, and to strengthen the sharing and application of credit information to promote the financing of small, medium, and micro enterprises.
I. Establish and complete finance credit service platform networks
In accordance with the requirements of the Implementation Plan, the National Public Credit Information Center should accelerate institutional connections with relevant departments, bringing about the mechanized, high-quality sharing of "head-to-head" information, and prompt sharing with localities. All provincial departments leading the establishment of the social credit system, and all insurance regulation bureaus are to actively plan the coordination of resources in that region, promote efforts with high standards on the construction of local financing credit platforms (hereinafter, "local platforms"), and accelerate the realization of interconnections with the national financing credit services platform for small and medium-sized enterprises (hereinafter "the national platform"). All localities should rely on the provincial credit information sharing platform to establish provincial nodes of the national platform, and give full play to the pivotal role of "uploading and delivery" of credit information.
The National Public Credit Information Center should draft measures on the administration of provincial nodes and related standards and regulations. In accordance with the relevant requirements, the provincial departments leading the establishment of the social credit system should bring about connections between provincial nodes and the national platform, and eligible local platforms in the jurisdiction. Local platforms that are already directly connected to the national platform are to be gradually adjusted and regulated in accordance with the principle of first building the new and then breaking the old after the provincial nodes are operational.
All banking and insurance regulatory bureaus should give full play to the advantages of regulatory authorities in understanding banks, to promptly collect and give feedback on the actual needs of banks serving small and medium-sized enterprises, promote more accurate and comprehensive aggregation and sharing of information by all localities, optimize the methods of data exchange, improve the utility of credit information, and provide data support for banks to improve their ability to serve small and medium-sized enterprises.
II. Accelerate Advancement of the Aggregation and Sharing of Credit Information Involving Enterprises
All provincial departments leading the establishment of the social credit system should promote aggregation and sharing of information in the Implementation Plan's Credit Information Sharing List for which local governments are responsible such as tax information, environmental information, real-estate information, administrative compulsion information, utility payment information, and scientific research information, and uniformly share it through the provincial nodes to the National Platform. Of this information, administrative compulsion information should be promptly reported to the national credit information sharing platform in accordance with the data aggregation standards drafted by the Public Credit Information Center, with full reporting by the end of the year. Department responsibility should be consolidated, splitting up tasks, increasing coordination and supervision, and ensuring that information aggregation and sharing tasks are completed within the time limits indicated in the Implementation Plan.
Each locality may share in advance any credit information that the Implementation Plan indicates is for centralized national management but for which "head-to-head" sharing methods have not made this happen or done so with insufficient content. All localities are encouraged to consider actual needs and work conditions to expand the scope of information collection and sharing in accordance with laws and regulations and on the basis of the foundation of the Implementation Plan's credit information sharing list, to expand the breadth and depth of data sharing.
III. Strive to Increase the Quality of Finance Credit Services Platforms.
The National Public Credit Information Center should strengthen the national platforms' functions and service capacity, to expand the coverage of comprehensive public credit appraisals. All provincial departments leading the establishment of the social credit system should strive to increase the qualify of credit information services, strengthen data governance, and establish mechanisms for monitoring, giving feedback, and correcting data quality, improving data quality, and continuing to increase the accuracy, completeness, continuity, and timeliness of data. Local platforms with access to provincial nodes should fully open information to financial institutions in accordance with laws and regulations, and share it with financial institutions by means of authorized inquiries or verification and comparison based on the different characteristics of data types, and where enterprises explicitly authorize inquiries by financial institutions, the original detailed data should be provided to the extent possible, to facilitate use. Encourage platforms at all levels to deepen cooperation with financial institutions by means such as joint modeling and privacy computing, to better serve financial institutions' product research and development, credit assessment, and risk management, and promote the expansion of the scale of lending for small and medium-sized enterprises. Encourage provincial nodes and local platforms to cooperate with credit service establishments, increasing capacity for data cleaning and processing, innovating the development of credit reports, credit appraisals, and other standardized products for use by financial institutions.
All provincial departments leading the establishment of the social credit system should cooperate with relevant departments, financial institutions, and so forth to increase the force of policy publicity and explication, broadly mobilizing small and medium-sized enterprises and sole proprietorships to conduct real-name registration on local platforms, and actively improve relevant information to expand coverage of market entities.
All financial institutions in the banking industry should actively connect to all levels of platform, have a grip on beneficial timing for deepening the sharing of credit information; strengthen the building of their own data capabilities, fully using credit information resources and internal bank financial data and comprehensively using big data and other technological financial methods to firmly advance the digital transformation of lending operations for small and micro enterprises and that involve rural areas and agriculture; innovating credit lending products, striving to increase the percentage of first-time credit lending, and giving feedback on statistical data about loans given through the local platforms.
IV. Truly Strengthen Information Security and Protection of Entity's Rights and Interests
Each provincial unit leading the establishment of the social credit system should guide all levels of local platforms in the jurisdiction to strengthen information security and the protection of entities' rights and interests; urge the units that manage, establish, or operate platforms to implement entity responsibility; enhance information management requirements for banks and other accessing bodies; information that is acquired must not be used for activities other than providing financing support to enterprises. When banks and third-party establishments cooperate to handle information, they should conduct handling to remove sensitivity in accordance with the principle of 'minimum necessity' to prevent the risk of data leaks. Without handling to remove sensitivity or explicit authorization from the information subject, local platforms must not externally provide information involving commercial secrets or personal privacy, and must not illegally transmit, disclose, or sell relevant information.
All provincial departments leading the establishment of the social credit system should organize and complete efforts to administer provincial nodes, connecting with the national platform and local platforms in strict accordance with relevant standards and procedures, and strengthening security assessments prior to access by local platforms and security management after their access. Local platforms that do not meet information security requirements must not have access, and local platforms that violate information security rules after having access should be urged to make corrections or even have access revoked. Where information security incidents occur the responsibility of relevant units and individuals should be pursued in strict accordance with laws and regulations.
V. Strengthen Policy Supports
Provincial departments leading the establishment of the social credit system should make efforts to strengthen credit information sharing and use to promote small and medium-sized enterprise financing an important measure in supporting enterprises' transformation and development to overcome difficulties and a key task in promoting the high-quality construction of the social credit system, actively communicating and interfacing with relevant departments and financial institutions; daring to innovate, and guaranteeing implementation, to ensure that the Implementation Plan is effectively implemented.
Provincial departments leading the establishment of the social credit system and all bureaus for the regulation of banks and insurance are to actively promote local governments' establishment of a marketized risk-sharing and compensation mechanisms for credit lending to small, medium, and micro enterprises; put forward benefit policies such as subsidies for loan interest and financing guarantees, and implement them through local platforms.
VI. Strengthen Work Reporting
All provincial departments leading the establishment of the social credit system should rely on provincial nodes to regularly give feedback to the national platform on work progress and achievements, primarily including information such as on the advancement of information sharing, local platform access to the provincial nodes, enterprises registering on the platform and hosted financial institutions, and platform services to support financing.
The National Development and Reform Commission (Finance Division) is to report key work progress on a monthly basis, periodically carry out oversight inspections and admonish areas with slow progress, and increase publicity to spread advanced experiences.
