To the Human Resource and Social Security Departments (Bureaus), Finance Departments (Bureaus), and Health Commissions of each province, autonomous region, directly-governed municipality, and of the Xinjiang Production and Construction Corps:

In order to adequately implement the prevention and treatment of the novel coronavirus pneumonia epidemic and protect the rights and interests of the prevention and treatment personnel, notice is hereby given on these issues regarding safeguards for medical staff and related staff who are infected with the novel coronavirus pneumonia due to the performance of their work duties:

Where during the prevention and treatment of novel coronavirus pneumonia, medical care and related staff are infected with or die from novel coronavirus pneumonia, it should be deemed a work-related injury and they are to enjoy work-related injury insurance benefits in accordance with law.

Relevant expenses incurred by the above-mentioned staff who have participated in the work-related injury insurance are to be paid by the work-related injury insurance fund and by the work unit according to the relevant provisions of the work-related injury insurance; those who do not participate in work-related injury insurance are to be paid by the employer in accordance with the legally-prescribed standards, and the expenses incurred by the financial subsidy unit is to be subsidized by the government finance department of the same level.

All levels of human resources and social security, finance, and health administrative departments should cooperate closely, provide services, and promptly and jointly carry out the work of identifying work injuries and making payments to the above-mentioned personnel.
