To the department leading the establishment of the social credit system, the Development and Reform Commission, Commission of Economy and Information Technology, (Commission of Industry and Information Technology), Transportation department (bureau, commission), and public security department (bureau) of each province, autonomous region, and directly governed municipality:

So as to comprehensively implement the spirit of the 19th Party Congress and its 2nd and 3rd plenary sessions with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, to thoroughly advance the establishment of a credit system in the transport and travel field, and to strengthen credit oversight and management, and in accordance with deployments of the inter-ministerial conference on the establishment of a social credit system and the requirements of the "Guiding Opinion on Strengthening the Establishment of Credit in the Field of Transport and Travel" it has been decided to carry out a special governance project on seriously untrustworthy conduct in the transport and travel field. Notice on related matters is hereby given as follows:

I. Place great emphasis on efforts to straighten out untrustworthiness in the field or transport and travel

In recent years, our country's transportation infrastructure capacity has significantly developed, and there has been a clear increase in passenger transport capabilities, but there is still a definite gap between the levels of creditworthiness and marketplace order and the public's needs. Passenger vehicles exceeding seating capacity and speed limits; taxis refusing customers, ditching customers, and operating without licenses; disruptions of rail, air, and water transport; and other types of untrustworthy conduct still exist to varying degrees. Carrying out a special governance project on unstrustworthiness to straighten out this untrustworthy conduct and urge entities with serious untrustworthy conduct to complete credit restoration is an effective way to strengthen the establishment of credit in the field of transport and travel, that can lead to further regulation of the passenger transport service providers' and travelers' conduct, create a market environment with creditworthy businesses and exceptional service, strengthening awareness of civility in travel, and increasing the entire society's awareness of creditworthiness and levels of credit.

II. Establish working mechanisms for straightening out untrustworthiness

Within the framework of the interdepartmental conference on the establishment of the social credit system, the National Development and Reform Commission, Ministry of Transport, Ministry of Public Security, Civil Aviation Administration, China Railway Company, and other departments and units have already established working mechanisms for the special governance project on untrustworthiness in the field of transport and travel. Each province (region or municipality) should clarify the leading department (recommended list attached below) and establish joint working mechanisms composed of the department leading the establishment of the social credit system and departments such as for economical operation, transport, and public security, responsible for all aspects of advancing efforts in the special governance project on untrustworthy in the transport and travel field.

III. Incrementally carry out efforts to straighten out untrustworthiness

The special governance project on untrustworthiness in the field of transport and travel involves public roads, railroads, civil aviation, waterways, urban transportation and other areas, the targets for governance include enterprises, and also includes natural persons, the principles of being active but prudent, proceeding step by step, handling easy issues before the difficult, and different steps for different fields should be followed in carrying out governance work. The range of targets for governance in the first stage are passenger transport enterprises using roads and waterways, urban taxi enterprises (including both cruising taxis and those booked online) that have seriously untrustworthy conduct, and rail and civil aviation passengers (the China Railway Company and Civil Aviation Administration have already separately organized and carried out efforts to straighten out untrustworthiness in the rail and aviation fields). In the second phase, drivers of road passenger transport and taxi drivers that have seriously untrustworthy conduct are to be targeted for special governance project work at appropriate times.

IV. Supervise and prompt untrustworthy subjects to making corrections within a fixed period of time

The national credit information platform is to compile and arrange the list of untrustworthy governance targets in the transport and travel fields, and after the National Development and Reform Commission, Ministry of Transport, Ministry of Public Security, and other relevant departments have affirmed it, the list is to be exchanged the leading groups for each province (region, municipality) in accordance with the principles of territoriality and place of business After receiving the list, the leading departments for each area should promptly organize and initiate governance efforts, units that are part of the working mechanisms are to jointly issue rectification notices to the targets of governance for untrustworthiness that are on the list, and should require that the targets of governance for untrustworthiness make written commitments to be honest within 15 days of receiving the list, and complete making corrections within a set time in accordance with the requirements of administrative punishments. The format for the written notification and written honesty commitments are to be formulated by the National Development and Reform Commission together with relevant departments and provided to localities for reference.

V. Give feedback on the results of straightening out untrustworthiness

The leading department for each province (region, municipality) is responsible for summarizing governance of untrustworthy conduct in the area's road and waterway passenger transport, urban transportation, and other fields, and give feedback to the National Development and Reform Commission on the governance situation in the requested time. The National Development and Reform Commission, together with relevant departments, is to list untrustworthy entities that have not made corrections within the designated time, on the 'blacklist' for the transport and travel field, enter them on national credit information sharing platform, and announce them to the public through 'Credit China", "Credit Transportation" and other such websites.

VI. Sustained and solid efforts on the project of straightening out untrustworthiness.

Each province (region, municipality) should actively implement the deployments and arrangements made by the National Development and Reform Commission and relevant departments on efforts to straighten out untrustworthiness in the field of transport and travel, and earnestly organize and carry out related work. The National Development and Reform Commission, together with relevant departments, will retain third-party credit service establishments to assess the implementation of each area's efforts to straighten out untrustworthiness, and enter the local situation on governance of untrustworthiness in the cities' credit monitoring and appraisal indexing system, as a major assessment and reference factor.

The leading departments for each (province, city) are asked to please send the list of units that are part of working mechanisms and contact person information (full name, unit, phone number, mobile number, email) to the National Development and Reform Commission (operations bureau) by August 31.
