In order to strengthen the organizational leadership and overall coordination of reforms on trial methods and work mechanisms in family matters, strengthen the cooperation between departments, promptly study and solve major problems in the work or resolution; it is decided to establish a joint conference system on reforms on trial methods and work mechanisms in family matters (hereinafter referred to as the Joint Conference).

I. Main Functions

Under the leadership of the Central Political and Law Commission, coordinate and promote reforms to family trial methods and working mechanism. 研究制定家事案件纠纷化解政策措施和年度工作计划，探索家事审判程序改革，向全国人大提出家事特别程序立法建议；推动部门沟通与协作，明确职责任务分工，加强政策衔接和工作对接，推进多元化纠纷解决机制完善；推进家事审判工作专业化和群众路线相结合；督促、检查婚姻家庭纠纷化解工作落实，及时通报工作进展情况；完成中央交办的其他事项。

2. Member Units

Members of the Joint Conference are composed of fifteen departments and units--Supreme People's Procuratorate, the Ministry of Education, Ministry of Public Security, the Ministry of Civil Affairs, Ministry of Justice, Health and Family Planning Commission; State Administration of Press Publication Radio and Television; Office of the Committee for Women and Children of the State Council, the All China Federation of Trade Unions, the Communist Youth League Central Committee, the National Women's Federation, China National Committee for the Wellbeing of Youth, the National Office on Aging and others, with the Supreme People's Court as the lead unit.

The executive vice president of the Supreme People's court is the convener of the joint conference, and the responsible comrades from each relevant member unit are the members of the joint conference. Where a member of the joint meeting needs to change due to work adjustments, their unit will propose it and the joint conference will confirm it. As needed for work, the Joint Conference may invite other relevant departments to participate.

The office of the Joint Conference is to be established in the Supreme People's Court, and take on the Joint Conference's daily work; a leader of the court is to serve as the director of the Joint Conference. Comrades who are the responsible persons for departments in each of the member units are to be set up as Joint Conference Liasons; and comrades who are the responsible persons for divisions are to be set up as information officers.

III. Work Rules

联席会议原则上每年召开一次全体会议，由召集人或召集人委托的同志主持。 根据工作需要，可以召开临时会议。 在全体会议召开之前，召开联络员会议，研究讨论联席会议议题和需提交联席会议议定的事项。 联席会议以会议纪要形式明确会议议定事项。 会议纪要经与会单位同意后印发有关方面，同时抄报国务院和中央政法委。 重大问题经联席会议讨论后，由联席会议牵头单位报中央政法委决定。

IV. Work Requirements

各成员单位要按照职责分工，主动研究家事审判方式和工作机制改革工作及婚姻家庭纠纷化解工作的有关问题，及时向牵头单位提出需联席会议讨论的议题；积极参加联席会议，认真落实联席会议确定的工作任务和议定事项，及时处理需要跨部门协调解决的问题。 各成员单位要互通信息，相互配合，相互支持，形成合力，充分发挥联席会议的作用，共同做好家事审判方式和工作机制改革有关工作。

为加强婚姻家庭纠纷化解工作的组织领导和统筹协调，推动家事审判方式和工作机制改革工作深化发展，依法维护婚姻家庭和谐稳定，保障未成年人、妇女、老年人合法权益，培育和践行社会主义核心价值观，促进社会建设，确定各成员单位职责任务分工如下：

1. Central Comprehensive Management Office

充分发挥各级综治中心作用，促进矛盾纠纷多元化解机制完善，推动婚姻家庭纠纷排查调处责任落实。 严格落实综治领导责任制，将婚姻家庭纠纷化解工作作为综治工作（平安建设）考评的内容，按照中央有关规定，开展督促检查、表彰奖励、责任督导和追究。 协调中央综治委各有关成员单位积极参与并认真做好维护妇女儿童老年人权益工作，对发生造成恶劣影响的重大刑事案件的地方、单位及部门，实行综治领导责任督导和追究。

2. The Supreme People's Court

Guide people's courts at all level to promptly accept and hear cases of marriage and family cases in accordance with the law. In reliance on the reform of diversified dispute resolution mechanisms, establish diverse mediation mechanism with broad societal participation; in reliance on the reform of trial-centered judgments, explore procedural reforms in the trial of family matters; and in reliance on the reform of categorical management of judicial personnel, explore reforms specializing the trial body and teams for family matters. The emphasis in hearing cases is to be shifted from division of property and the protection of property rights to comprehensive focus on parties' identity rights, property interests, personality interests, safety interests, and emotional interests. Pay attention to distinguishing between marital crises and marital death; actively resolving marital crises and correctly handling the relationship between protection of marital freedom and family stability. Implement the divorce certificate system, explore and establish an information sharing mechanisms with the civil affairs departments.

Promptly summarize experience, and explore areas of professionalization in family trials such as in trial organization, team building, standards of proof, stopping domestic violence, family property declarations, and litigation procedures. Strengthen the mediation techniques and psychological and sociological training of judges and judicial assistants for family matters. Guide all local courts in strengthening the allocation of hardware and facilities, and raise the level of business equipment. Actively seek the leadership of the Party committee and the support of all sectors of the community, to promote the formation of a positive work arrangement with "Party committee leadership, government responsibility, courts leading the way, and societal participation."

3. Supreme People's Procuratorate

Guide the whole nation's procuratorial organs in fully performing their procuratorial functions, strengthening the legal supervision over the public security organs', courts' and other relevant departments' efforts to protect the rights and interests of women, children and the elderly. Punish all kinds of crimes of infractions by family members in accordance with law, and lawfully pursue legal responsibility of the offender. In cases where a guardian is prosecuted for a guardianship violations, the guardian and his close relatives shall be notified in writing, or it shall be recommended that the Civil Affairs Department apply for the revocation of his guardianship credentials in accordance with the law.

4. Ministry of Education

Provide guidance to local education authorities to protect school-age children and adolescents according to the law of equal access to compulsory education, strengthen education and special care for students from poor families to help single-parent families, children, children left behind, the plight of children in touch with their parents and family emotional exchange. 组织开展控辍保学工作，落实免费义务教育和教育资助政策，确保适龄儿童少年不因家庭困境而失学。 督促指导中小学校、幼儿园及其工作人员树立强制报告意识，在中小学校、幼儿园发现未成年人受到家庭监护侵害的情况应强制报告。

推动各地教育部门积极开展家庭教育工作，明确家长在家庭教育中的主体责任，强化学校家庭教育工作指导。 配合妇联、关工委等相关组织，共同办好家长学校；依托青少年宫、乡村少年宫、儿童活动中心等公共服务阵地，为城乡不同年龄段未成年人及其家庭提供家庭教育指导服务；统筹协调各类社会资源单位，指导各地教育部门积极引导多元社会主体参与家庭教育指导服务。

5. Ministry of Public Security

Guide all local public security organs in cracking down on crimesinfringing the rights and interests of the elderly, women and children; implementation the domestic violence law, accept personal safety protection orders from the people's courts and assist the people's courts in efforts to enforce personal safety protection orders well. Guide all local public security organs in promptly dispatching police after receiving reports of domestic violence or recurrences of family violence in violation of personal safety protection orders; and give punishments in accordance with laws and regulations such as the domestic violence law and the law on public security administration penalties. Guide all local public security organs in pursuing legal responsibility of parents who neglect their duties or tortfeasors.

6. Ministry of Civil Affairs

Formulate policies on administration of marriage and guide all local civil affairs departments in their implementation, promoting marriage and family counselling work. 加大婚姻登记信息化建设，推动婚姻登记信息数据库建设。 指导具备条件的婚姻登记机构设立婚姻家庭辅导室，为有需求的当事人提供法律咨询、情感辅导、心理疏导、纠纷处理、婚前教育等服务。

牵头推进农村留守儿童关爱保护工作；牵头拟定未成年人保护发展规划和工作方针政策，推动建立未成年人社会保护制度，牵头拟定困境儿童权益保护政策和保障措施；指导各地救助管理机构、福利机构、未成年人保护机构发挥兜底作用，依法做好困境未成年人救助保护工作，通过政府购买服务等方式为未成年人提供关爱服务；在有条件的地方建立反家庭暴力庇护所，切实维护家庭暴力受害人权益。

7. Ministry of Justice

Guide the vast people's mediation organizations to give full play to their functional advantages, promptly resolving marital and family disputes. 加强婚姻家庭纠纷人民调解组织队伍建设，推动在县（市、区）因地制宜建立婚姻家庭纠纷人民调解委员会，选聘专业人士担任人民调解员，设立专职调解员公益岗位，加强对婚姻家庭纠纷人民调解员的专业培训和表彰奖励。 督促落实婚姻家庭纠纷人民调解经费，将婚姻家庭纠纷人民调解工作纳入政府购买服务指导性目录，提高保障标准和水平。

指导各级司法行政机关通过以案释法、社区普法、针对重点对象开展法治宣传教育等多种形式，深入宣传婚姻家庭和未成年人保护法律法规和政策措施。 积极引导法律服务人员为权益受到侵害的妇女儿童老年人提供法律援助和法律服务等专业服务。

8. National Health and Family Planning Commission

指导医疗机构及时接受、救治遭受家庭暴力的受害人，做好诊疗记录，并协助做好受害人伤情鉴定、身心健康状况评估等工作。 指导医疗机构及其工作人员树立为无民事行为能力人、限制民事行为能力人遭受或者疑似遭受家庭暴力的强制报告意识，开展强制报告工作。

State Administration of Press, Publication, Radio, Film and Television

指导各地新闻出版广电部门加强家庭美德、反家庭暴力以及妇女儿童老年人权益保障政策和法律法规宣传工作，引导家庭成员自觉履行家庭责任。 组织广播电视媒体广泛宣传报道文明家庭、妇女儿童老年人权益保护先进典型，营造全社会尊老爱幼、男女平等、家庭和谐的良好氛围。

10. The State Council Office for the Working Committee on Women and Children

在推动实施《中国妇女发展纲要（2011－2020年）》和《中国儿童发展纲要（2011－2020年）》中，协调有关部门强化职能，制定措施，做好妇女儿童权益保护、婚姻家庭纠纷化解和文明家风宣传工作。 发挥议事协调作用，推动有关部门解决婚姻家庭领域涉及妇女儿童合法权益的突出问题，对工作成效显著的地区和部门的经验予以宣传和推广。 将联席会议确定的相关部门目标任务、责任分工，作为纲要在今后五年实施中重点关注内容，并在制定新一周期妇女儿童发展纲要时予以考虑和吸收。

11. All China Federation of Trade Unions

维护职工群众的合法利益，引导教育职工提高思想道德水平，注重家庭美德培养，协助有关调解组织共同做好职工家庭纠纷调解工作，推动家庭文明建设。 通过开展送温暖、金秋助学、农民工平安返乡和女职工关爱行动等品牌活动，加强对职工特别是农民工的困难帮扶和人文关怀，帮助他们解决生活困难，加强亲情关爱，组织带领职工开展平安家庭创建活动。 做好维护女职工的合法权益和特殊利益的相关工作，推动解决侵害女职工权益的突出问题。

12. Central Committee of the Communist Youth League

落实《中长期青年发展规划（2016—2025年）》中“青年婚恋”领域的目标要求，会同相关职能部门和群团组织、社会组织，加强青年婚恋观、家庭观教育，弘扬健康向上的婚恋新风；广泛开展青年交友联谊活动，开发提升青年婚恋服务的公益项目，提供青年婚恋心理咨询和行为指导，开展青年性健康教育和优生优育宣传教育；重点做好大龄未婚青年等群体的婚姻服务工作。

切实履行各级综治委预防青少年违法犯罪专项组组长单位和未成年人保护委员会办公室职责，深化“青少年维权岗”创建，开展“青少年零犯罪零受害社区（村）”试点，推动解决侵害青少年权益的突出问题，面向青少年开展思想道德教育和普法宣传，推动完善相关法律法规和政策制度。 建设“青年之声”、“青少年维权在线”和12355青少年服务台，联系法律、心理等方面专业力量和青少年事务社工服务机构，为青少年提供困难帮扶、法律咨询、心理健康、自护教育等专业服务。

13. All China Women's Federation

指导各级妇联组织积极开展法治宣传教育，推动预防和制止家庭暴力工作，维护妇女儿童及其他家庭成员的合法权益。 将家事纠纷调解和司法参与同普法宣传、良好家风教育、家庭美德建设等工作有机结合，引导家庭成员树立正确的婚姻家庭观，传承良好家教家风，弘扬传统家庭美德。 组织开展寻找“最美家庭”、“建设法治中国•巾帼在行动”、“中国妇女法律援助行动”等活动，建好各级妇联信访接待室，畅通12338妇女维权服务热线，拓展网络等投诉受理渠道，协助调处婚姻家庭纠纷及其他涉及妇女儿童合法权益的案件。 做好矛盾排查、心理疏导、纠纷调解、信访代理、法律帮助、困难帮扶等工作。

Take an active part in the prevention and resolution of marital and family disputes. 指导各级妇联夯实基层婚姻家庭纠纷调解工作基础，会同司法行政等部门联合建立婚姻家庭纠纷专业性人民调解委员会，加强婚姻家庭纠纷调解专业人才培养，积极参与法院家事案件诉前调解、诉中矛盾化解以及判后回访帮扶等工作。 Recommend exceptional cadres of the Women's Federation to serve as people's assessors, promoting fairness and democracy in the course of hearing family matters.

14. China Committee for the Wellbeing of Youth

组织动员广大老干部、老战士、老专家、老教师、老模范等离退休老同志，发挥他们的政治优势、经验优势和威望，开展多种形式的婚姻家庭纠纷调处和关爱未成年人服务等活动，协同做好家庭纠纷化解和未成年人保护工作。

15. The National Office on Aging

研究提出完善老年人权益保障政策法规的建议对策，提出立法建议；组织、协调、督促老龄委成员单位和地方老龄工作机构的工作落实，指导并推动相关部门做好老年人法律维权工作；加快推动家庭养老支持政策的出台，加强对农村留守老年人权益维护工作，开展老年监护相关工作的研究，指导签订农村老年人赡养或者扶养协议书
