To each provincial, autonomous region, or directly governed municipality and Xinjiang Production and Construction Corps department leading the establishment of the social credit system:

To thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th Party Congress, in accordance with the deployments of the "State Council Notice concerning Issuance of the Planning Outline for the Establishment of a Social Credit System (2014-2020)" (Guofa[2014]No. 21), and on the basis of the work arrangements for demonstration cities (districts) on the establishment of the social credit system; and upon voluntary reporting, orgnaization creation, and expert evaluation, the 16 cities （districts） of Qingdao, Wuhan, Anshan, Pudong District of Shanghai, Jiading District of Shanghai, Wuxi, Hefei, Huaibei, Wuhu, Anqing, Fuzhou, Putian, Zhengzhou, Yichang, Xianning, and Luzhou are hereby designated as the second group of demonstration cities (districts) for the establishment of the social credit system.

Each City (District) should earnestly implement the decisions and deployments of the Party Central Committee and State Council regarding the establishment of the social credit system, fully recognizing the important significance of the establishment of the social credit system in urban development, and further increasing the force of efforts to establish urban credit systems. Earnestly implement each work task in the establishment of the social credit system, explore experiences and practices in the establishment of urban credit systems, to give play to their role in modeling the establishment of the social credit system. Relevant provincial (district, municipal) departments leading the way in the establishment of the social credit system should strengthen guidance an oversight of demonstration cities' efforts to establish municipal (district) credit systems, summarizing and spreading experience, and promptly reporting on any issues to the National Development and Reform Commission and People's Bank of China. The National Development and Reform Commission and People's Bank of China are to establish follow-up assessment mechanisms to organize and carry out assessments of the efforts by demonstration cities (districts) to establish credit systems, and dynamically adjust the list of demonstrations.
