In order to ensure health and security in international travel and to reduce the risk of cross-border transmission of the epidemic, passengers on flights to China are to have proof of negative nucleic acid tests for the novel coronavirus for boarding. Arrangements are as follows:
I. Chinese and foreign national passengers on flights to China are to complete nucleic acid tests within 5 days prior to boarding. The testing should be conducted at an establishment indicated or recognized by overseas Chinese embassies or consulates.
II. Chinese national passengers are to photograph and upload negative nucleic acid test results through the international edition of the epidemic prevention health code APP.
III. Foreign national passengers are to use their proof of negative nucleic acid test results to apply for a declaration of health from the Chinese embassy or consulate.
IV. Relevant airline companies are responsible for checking health code status and health declarations prior to boarding. Passengers not meeting the relevant requirements cannot board. Each airline shall strictly perform procedures for inspection of testing.
V. Passengers providing false proofs and information must bear corresponding legal responsibility.
VI. Chinese embassies and consulates are to earnestly appraise the testing ability of countries where they are based and issue specific implementation measures when there is capacity.
