Since 2011, after the power of compulsory detoxification was transferred from the police to the RTL sytem, many RTL facilities added a 'compulsory detoxification site' sign, and began to shoulder the heavy burden of compulsory drug detoxification. Ma felt that the State Council 's administrative regulation on RTL should be abolished as it violates provisions of the Constitution and the Legislation Law, and also violates the Administrative Punishments Law.

The Tang Hui Case
